At the August 15 meetings of council, Deputy Reeve John Godwin asked the procedure be examined and amended, "as we seem to be wasting one heck of a lot of time". He suggested the proce- dure could be streamlined, with some of the readings possibly dropped and the requests for permission to enter and read the bylaws either abandoned entirely or cut to one for each new introduction. The committee on county matters, which had consid- ered the proposal since the last meeting, recommended Tuesday that no change be made, since "present enact- ment" and "provides mem- bers with several opportun- ities to express their views'. The majority of council members agreed with the committee recommendation however, and voted to main- tain the three readings.
