"Belt tightning" No new school construction unless absolutely necessary The Ministry of Education will not approve new school construction until it has been. shown that the need for new accommodation exists and is not available from another school board in the same geographic area. The announcement was made last week by Educa- tion Minister Thomas Wells in -a memorandum to all Ontario school boards. The move is part of a two-point program to ensure that public and separate school boards consult each regarding enrolment pat- terns and accommodation avilable within their areas. } r. Wells said it was not is intention to have public and "separate school pupils share the same classroom because it is essential that each group ' retain their distinct identity. However, the Ministry is not prepared to finance new school construction when adequate vacant accommo- «Zippers, CRIMPLENE 60" wide 23 colors to '&hoose from QUILTED £OTTON a5" wide $2.98 Printed English - $3.98 $2.98 DOUBLE KNIT so wide 10 colors $3.98 CRIMP KNIT 60 - 72*" wide Mon. 9-6, Tues. 9-8, Wed., 9 - 12, Thurs. & Fri., 9-9, Sat. 9 - 8, Sun. 12 - 8 dation is available nearby. Mr. Wells said that it is no longer acceptable for school boards to view the matter of school accommodation in an isolated manner. It must, he said, be viewed on a broader perspective with less atten- tion paid to the jurisdictional boundaries of a particular school board. Mr. Wells said the policy is aimed at avoiding waste and duplication in school facil- ities while at the same time ensuring that the proper care and education of the other on a regular basis" children involved is guaran- "teed. The Ministry, Mr. Wells said, is prepared to withold all approvals for new con- struction where there is" a cledar indication that plan- ning and decision making has not been carried out in the public interest and where it is clear the new constru- ction is not necessary. Then they must work out a plan by which their accommodation require- ments can be met. Mr. Wells suggested this' could take the form of sharing of schools, the sale of schools between boards or by new construction. The Minister also an- nounced the establishment of a study team to consider the problems associated with the sharing of schools or trans- ferring of students from one system to another. The study team will consider thequest- ion of late transfer of pupils from one system to another. This, he said, creates serious problems for' the boards involved, because they have planned their teaching and accommodation require- ments before such transfers are made, leaving them with .-too much or too little space. Co-chairmen of the Team are Mr. J. A. Marrese, Chairman of the Metropol- itan Toronto Separate School Board and Dr. R. J. Christie, Chairman of the York Board of Education.
