The brief asks the provin- cial treasurer to consider the establishment of a regional archives for the proposed region: east of Metro to be operated under the authority of the regional municipality in a manner similar to the provincial archives in Tor- onto and the national archives in Ottawa. This archives would con- tain original documents and photographs from all mun- icipalities in the region, including municipal doc- uments of an archival nature. The brief asks for this arrangement the asso- ciation says, because only a few local museums have archives and many mun- icipalities in the proposed region have neither archives nor museums. Also, the muncipalities do not have adequate provision for keep- ing of historic records and in some cases these munici- palities will cease to exist under regional government, it adds. The association requests that suitable facilities be designated which are equip- ped with temperature and humidity controls, are fire proof, and otherwise secure. Since it is inadvisable to display original documents in local museums because of possible loss or damage from light or handling, it asks that the regional archives be the Manning for chairman ? County Council has rec- ommended to Provincial Treasurer John White that William Manning "be con- sidered for the post of Chairman for the new region which will be established within the next year. Mr. Manning has served as Clerk-treasurer of Ontario County for more than a quarter of a century, and was Clerk-treasurer for the township of Whitby before that. - location for original docu- ments now in local museums and donated or loaned in the future from private or public sources, and that the local museums be supplied with copies of all documents they require for display or other purposes. This ensures ade- quate care and protection for the originals which small museums cannot provide at the present time. The brief also asks that an archivist be engaged by the regional municipality to administer the archives and 'to prepare an index of all documents in the archives - for the use of the local museums, schools, libraries and other interested bodies. It requests that board of trustees be set up to administer the regional archives, with representa- tion from the museums, board of education and regional municipality. The association would prefer that documents placed in the regional archives be permitted to All farmers 90% subsidy Ontario farmers will not pay lower premiums as a result of proposed changes in the Federal Crop Insurance Act, says a spokesman from the Ontario Crop Insurance Commission. The proposed changes announced in the Speech from the Throne in Ottawa on January 4, 1973, will insure that all farmers across Canada receive a 50 percent premium subsidy. The new legislation, when approved, will empower the Federal Government to pay 50 percent of the premiums, provided the participating province pays all .adminis- tationcosts; or pay 50:percent of the administration costs and 25 percent of the premiums, provided the par- ticipating province matches the Federal contribution, as the Ontario Government is presently doing. The proposed legislation would make it possible for all farmers across Canada tobuy Crop Insurance for less than half the true cost. Otherwise, they and any documents added in the future would be under the ownership of the regional municipality or on loan from the donor, at the donor's discretion. The regional archives should have the power to acquire documents itself and accept the loan or gift of documents directly, other than through a local museum. The brief says that the guidelines for the establish- ment of the regional arch- ives and the determination of what shall constitute a fit archival entry should be formulated by the members of the Central Ontario Museums Association in conjunction with the officials of the regional municipality, with the advice of other museum professionals where needed. Once the guidelines are established, the regional archives would be operated by the board of trustees under the auspices of the regional municipality with a budget established for Reach Township council will hold a special meeting to discuss its brief to the provincial government on regionalization, at Man- chester, Monday, March 12 beginning at 8 p.m. Reeve Arthur Catton told council that the City of Oshawa has expressed con- cern about the new city of Cedarwood which Queens the archives by the regional council. A regional archives would provide a major resource centre on the history and development of the region, within the region itself, thus being closer to the people than the provincial or national archives. Such an archives would become of increasing value to the region in future years the brief says. It asks for Queens Parks careful con- sideration of this proposal when the final plans are made for the formation of the regional government. Park expects to have built near the proposed Pickering Airport. The city is expected to eventually house one quarter of a million people, and the mayor is concerned that it will have so many elected representatives that it will be able to dominate regional council. He has asked other municipalities to give thought to this possibil- ity when they prepare their briefs. Reach Township is ex- pected to recommend that guarantees be built into the regionalization legislation which will prevent any one muncipality from dominat- ing regional council. Council decided to wait until after a public meeting on the region plan, so, as Reeve Catton put it, we get the public's reaction from the Port Perry meeting." The "Port Perry meeting" is tonight (Wed.) 8 p.m. at Port Perry High School. Corporate rip off? Tourism is the second largest industry in Ontario, Jack Beech of the Great Pine Ridge Tourist Board told Reach Township Council in a letter last week. He said it is second only to the pulp and paper industry in earning power. Mr. BeBch's letter asked the township for a donation to help with the tourist board's advertising program this year. He did not explain why the second richest industry in Canada's richest province needed welfare. Council took no action on the request.
