N D P charges region may raise taxes A charge by an Ottawa MPP that the provincial government is trying to "'cool everybody off' on the issue of tax increases and decreases under regional government, was discounted by a provincial Spokosinion Friday. Michael Cassidy (NDP -- Ottawa Centre) bases his charge on a mill rate taxation table for property throughout the proposed region. It was released by the province March 26. The provincially prepared table shows estimated in- creases as high as 65 per cent in West Darlington. to decreases of as much as 16.5 per cent in Pickering Township. . The government's March 26 release of the report on financial implication estim- ates was too late to give the muncipalities time to include opinions on the figures in | regional . their briefs on government, Mr. Cassidy said. ~The figures discussed by Mr. Cassidy are based on an equalized assessment of $150,000 on property. They compare the cost of local government services in 1971, including education, with the costs to taxpayers in gach proposed area municipality under regional government. The government figures for the planned Oshawa area muncipality shows a de- crease of $38 for Oshawa taxpayers, from $399 to $361; for East Whitby, up $89 from $239 to $338; and up $131 in West Darlington, from $201 to $332. A spokesman for minisiry of treasury, econ- omics and intergovern- the - mental affairs told the Oshawa Times the province has planned for tax imbal- ances within area munici- palities upon implementa- tion of regional government through transitional grants and adjustments. The table of figures questioned by the MPP shows tax decreases in the urban areas (Oshawa, Bow- manville, Port Perry, etc.) with the increases hitting taxpayers in the rural areas in each area municipality. Although no tax increases are expected due to regional government in the first year there may be tax increases at the local level of government. Regional in- creases can be "phases" over five years, he added. 7/12 6th Conc. 5 Port Manchester Oh QO OC Prince Albert This policy involves pro- vincial money being assig- ned directly to the area municipalities, not to the regional government tier. The grants will be scaled down each of the first five years after regional govern- ments begins. The grants will cover 100 per cent of tax increases - due to service transfers, 80 per cent the second year, 60 per cent the third, and so on. Mr. Cassidy said what really bothers him was that the question of taxation was completely unanswered until five days before the deadline for submissions on the regional government and - "the public was left with the bland = assurances of the government" that every- at IVES' FLORIST & GREENHOUSES Door Prizes each day - draw at 3:00 © Corsages for the ladies " Perry ° Refreshments ® Everyone welcome ~ April 14 and 15 9a.m. to 5p.m. 2 ee) QO OOOO! thing will be all right.
