A motion to adopt the proposed policy failed by one vote, and despite num- erous attempts by Whitby Reeve Tom Edwards to have the matter reconsid- ered. The decision stood. The need for a policy on land separation arose be- cause the county has no land division committee or planning committee. ~) Land separation applica- ~ tions are considered by the local committees of adjust- ment, which are not re- sponsible to the county and their decisions are not with know- ledge of the best interests of the committee repox| said. J "The road investment (of the county amounts to some $150,000 per mile depending on the type of road and terrain," the committee stated. "The committee believes that this expendi- ture is largely wasted if Separations are permitted on county roads without restraint. APPEAL PROCEDURE The current practice the county has been to review committee of adjustment decisions affec- ting county roads and where conflicts occur with the interests of the county, they are appealed to the Ontario Municipal Board. of Road Committee Chairman Whitby Deputy Reeve John Goodwin said the policy suggested is only for an interim period until regional government is set- tled, after it was proposed that the problem should be solved after regional gov- ernment takes effect. Warden John Howden of East Whitby said he was opposed to the policy be- cause it was discriminatory and contrary to some local official plans. He suggested the county should appeal all separations on county roads, or none. He pointed out the pro- vince has no policy on the mater and approves entrances on its highways except for controlled access areas. Motions to reconsider the matter after it was lost by one vote, and to proceed with appeals on all county road land separations, failed to gain majority approval. The initial vote on the new policy lost by one vote, hut when a recorded vote was called, it lost by six. 3 miles northwest of Fenelon (next to trailer park).
