Reader's opinion Region should use present Cty. buildings Dear Mr. Editor: A recent report in the area newspapers that the Chair- man of the new Region of Durham had set up the Regional Headquarters at Durham College causes me a good deal of concern: thinking I might be unduly concerned and perhaps alone in this belief, I have discussed the subject with several people and find they too are wondering why Durham College was selec- ted. The reported reasons, viz. the name Durham was apropriate; it is centrally situated; it is near the Chairman's home, etc., are really neither valid nor rele- vant. Many are wondering why the County Building had been either overlooked or written off. It is to be hoped the latter is not correct. This very adequate build- ing is about seven years old: it was planned and built for the purpose of providing the seat for County Govern- ment; it is, I believe, more than adequate yet, in respect of space; it is more centrally located than is Durham although still too far to the south, this how- ever has always been the case in our County because of the geographic shape and over the more than a hun- dred years of history as a County, we have all come to accept this. All in all, there is no better loca- tion presently available in the new Region, with ready- made accommodation. It may be argued that the Durham College choice is only a temporary arrange- ment: But why should this be? Was the County Building considered? Were its possi- bilities studied? Office space, is, I understand, now available to meet the tem- porary needs until the Regional Council is elected and takes office. I, with many others, look to you and your counterparts, Mr. Editor, to stimulate and encourage dialogue in all matters pertaining to Regional Government in operation, Perhaps, it is not amiss to note that many still have grave fears concerning the anticipated costs of Regio- nal Government. Rumours are already spreading abroad suggesting that great increases in salaries are to be paid to the Reg- ional Civil Service. Surely, no decision will be taken or commitments made on such matters until the Regional Council has been elected and has had opportunity to study this. There are still many people who believe preci- pitat action was taken on salaries when the County WES. This should be zealously guarded against in respect of Regional Government. It is also spread abroad that some important deci- sions which should and must be made by the elected Regional Council are being influenced, if not made, by Queen's Park. I have spoken to Dr. Dymond, M.P.P. for Ontario, asking if this were so and he has emphasized vehemently that this is not so and will not be so. He has vigorously supported the belief that if the Region is to function well, the elected Mayors and Councillors must take responsibilities seriously, seek out all possi- ble information on all mat- ters within their jurisdiction and make the decisions on that basis. Dr. Dymond has reminded me this includes unpleasant and unpopular decisions as well. At times, we are all prone to slip the unpleasant decisions to some other shoulders but the facts of political life demand that those elected, "stand up to be counted' and in the long run this as it should be. There can never be privilege without responsibility so if we want to retain the privil- ege of governing ourselves at the Municipal level, we must be ready to assume the responsibilities entailed. I hope we don't hear that "bigger and better" routine this year because greedier and disappointing would be a much better description. Have we really become too sophisticated for smaller children's rides at our fair or have the organizers been conned into thinking that "little children don't matter -- they don't have any money." Well their parents do, but get parents in a place where there's no en- tertainment for the children except handing out quarters for mostly ten-cent prizes and the parents will quickly depart! Some of the "games of chance' seemed to offer a very slight chance but one booth flatly refused to pay - Wednesday, Sept. 5th, 1973 -- 5 < Prices not fair - at Fair' off on a larger prize twice in a row. The number of times you could win a small prize were, of course, limitless Come on fellow citizens, complain a bit!
