Something, he says, must be done to give the natives some incentive and 'force them back to work." "You can not have a bunch of white men running around telling the people what to do." So Cafik will suggest that the government takes over some of the existing industry (such things as saw mills) in the north and turn them over to the natives. They could be hired, he suggests, for wages that are at least 50 percent more then welfare.
