Oct. 31. 1973 How much money in regionkitty How much money is in the regional bank, councillors asked chairman Walter Beath at Wednesday's regional council meeting. And what's going to be done with it. tliey * added? The issue arose at the tail-end of the "afternoon gathering when the first business bylaw to be con- sidered by council. was dropped on their desks. It authorized an agree- ment with a consulting firm to undertake an inventory of all existing water, sewage and waste disposal facilities in Durham region. Coun. Ken Lyall (New- castle) objected to having to approve the eight-page document without having WES had a chance to read it, considering the action rubber- stamping. He failed in an attempt to have it delayed to the next meeting. With some digging Coun. Des Newman (Whitby) managed to learn that while the province was paying the full costs {except printing the report) of the survey the money was -coimng out of region's start-up costs. It appeared of the $460,000 allocated to Durham by the provincial government to get things rolling $100,000 was reserved for sonsul- tant's fees. Up to $25,000 of that would go for the sewer survey, and anything unspent of the LANE PLUMBING - - HEATING - HANKS EXCAVATING Sewer Installations BACK HOE Compressor Rentals 985-2421 A For Income Tax & Bookkeeping Services see ALEX SHEPHERD 250 Queen St. Phone 985-7031 Specializing in Business and Farm Operations DUFF Electronics ADMIRAL TELEVISION SALES & SERVICE 985-7993 PORT PERRY F & G CONSTRUCTION R.R. 1, Port Perry BUILDING & REMODELLING Cottage Raising Foundation Work, Etc. Newman then asked since the region had no revenue-raising capacity until Jan. 1, how much else might be spent and on what. None, Mr. Beath said, The sewer inventory needed professionals and had to be got under way now so it would be ready Jan. 1. Coun. Christine Thomas (Oshawa) asked if the survey would give some idea of what would be done in the future with water to ensure the minimum of cost in its separation from hydro. Yes, Mr. Beath said, there would be recommendations. ~The result was a motion from" Coun. Allan Pilkey (Oshawa) to have all. the information relevant to provincial financial support circulated to the council. Oshawa Mayor suggests $200 weekly region pay Oshawa Mayor Jim Potticary wants to get the salary issue for regional councillors out in the open at the council's next meeting today. . . The mayor said he will introduce a motion this afternoon to bring the flighty issue down to the council floor for debate. "somebody should set a figure and tffen debate it," he said. The most likely salary figure to be included in the motion, he said, will be one of $10,000. This was the figure adopted by the Peel region last week. It was enthusias- tically applauded by the mayor when he heard of that region's decision. "All we're talking about is we can bread and butter," the mayor said of the figure, which if the councillor's position were- full time, would be an individual's sole source of income, in addition to his local salary. He noted that region-re- lated meetings are and will be taking up much of the councillors' time, and each should be paid accordingly. "I'm going toask that the elected be paid as of eleetion day," the mayor continued. The alary issue should not be shunted off to a com- mittee for a recommenda- tion, the mayor said. Rather it should be decided out in the open by the entire 30- member council. "We're going to have to face the problem eventu- ally." he added. Nobody mentions cats, although after a few drinks many people exchange stories about the sagacity, beauty and occasional loyalty of these pets -- non-existent loyalty in my opinion. When I said I thought cats were the most beautiful of all creatures because of their unblinking eyes and artful poses but that I had never heard of a cat even trying to save some-one drowning -- dead silence and change of subject. The other topic which really takes over for the rest of the evening, is prices. They are daunting. One has to remember that, pence is 21» cents in Canadian money -- so 15 pence for a cup of coffee works out to 37 cents. Of course, London is a joy for music ard ballet, so it is enjoyable -- and what a city for walking! -- but too many of the theatres have put on re-runs of popular American plays and musical comedies to be attractive to me, as | have already seen them, or don't want to. The same goes for movies. Edinburg and the western highlands are a delight to walk along Prince's Street in the twilight with the great rose gardens in the shallow valley between you and the castle on its rock and sickle moon (one I thought at the time you would be seeing six hours latér at home) is exra- ordinarily moving and beautiful. The trees'in Skye and Inverness had turned, the "colouring is rich -but sombre, like scottish history, none of the startling reds and yellows which make us think that the sun is 'shining even on overcast days. Corn-on-the-cob is very popular on Scottish menues. I cannot understand as they have neither the hot dry summers nor the kind of fields for it (I saw nothing but kale, cabbage and . sprouting winter wheat (I think) and nobody could tell where it was grown. On two menu's pasted in windows I saw amongst other omelets, "American Omelet -- filled with Corn-off-the-Cob"' the thought of corn-on-the- cob in an omelet was quite diverting. ) Buffet lunch or smorgas- bord is very fashionable in the hotels and restaurants in Scotland -- even in the strange, old fashioned inn I stayed in on Skye. Salad, cold salmon, fruit and cheese is always first rate here and quite an improve- ment on the roast, potatoes and brussel sprouts one used to have at Willy-Milly. From time to time I ex- changed remarks with Americans and naturally med Watergate and Agnew come into the conversation -- the Americans strike up conver-. sation usually because I am reading an American maga- zine or newspaper. Of course, I am cautious and non-committal because one does not discuss another's domestic problems. Where are you from? they ask. I am a Canadian, I reply. I should have guessed, they say, you say hoose for "house. I don't. Do you? After that they are very guarded. Here, however, the mid- eastern war has shoved Mr. Nixon's travails to the back pages. Fire, police and ambu- lance services are not very 'far from here and they have all been out at least eight times since midnight - it is now 4 pm. I can hear . shouting and singing from Hyde Park, so I suppose there must be demonstra- tions going on, and I understand there was an LLR.A. bombing near here last night. I wish I were young, adventurous and inquisitive. As it is, I do what I do in Greenbank -- read in bed. ® ol N t 5
