=e Region Administrator has duties defined The winding road of defin- ing the duties of the region's chief administrative officer (CAO) was travelled at a speed of one clause every six minutes by regional council - Nov. 28. In scrutinizing a bylaw to appoint the CAO, William Manning, councillors spent over 90 minutes changing and deleting clauses to make that position as acceptable as possible to the council. The executive-committee prepared bylaw, introduced by Coun. Garnet Rickard (Newcastle) moved in fits and starts as the member- ship sought to modify the CAO"s responsibilities. Couns. Mike Breaugh (Oshawa) and George Ashe (Pickering) jumped on the second clause - introduced, which originally placed the CAO's responsibility to the regional chairman under the executive committee's direction. } Coun. Ashe said it was "time to stop" giving too much power to the executive committee. Coun. Allan Pilkey (Oshawa) disagreed, saying that the committee would probably be working more closely with Mr. Manning than the other four standing committees. . AMENDMENT PASSED An amendment by Coun.
