This, he said, was based on a 24 hour period, but at the most even if the traffic doubled you could not consider one car every 15 seconds a conjested traffic flow. He admitted that during the summer traffic does sometimes back up for a block at Queen and Lilla, but it was felt by the entire delegation, that widening the street to four lanes would only encourage more traffic on the road and larger traffic snarls. Dr. Ralph Price said that the homeowners on Lilla are concerned that if the road is widened it will become a hazard to their families. "We do not want Lilla Street to become a four lane by-pass through Port Perry just for the convenience of people from Oshawa travelling to their cottages on the week- end" he said. Latcham washrooms continued told council of the problems that had occurred over the past weekend, at which time merchants were being re- quested for the use of their facilities. The annual Winter Carni- val took place at the lake- front and although the cham- ber had been assured that the washrooms would be open on Saturday by the caretaker, Mr. M. Whybrow, they were not. Mr. Malcolm said that if the region does go ahead with the improvements to Lilla Street, leaving it as a . two lane road, and spend half a million dollars, he doubted that they would also turn around and start to build a by-pass immediately. The delegation agree that it was worth the gamble not to have the street improved at all, if it meant that it would not be widened. As a result of ther lengthy debate, a motion was passed stating "that the region be requested to reconstruct Lilla Street as a two lane road (28' wide) and consid- eration be given to a by-pass for Port Perry as the need arises.
