Blackstock, you mus by Bruce Arnold Mayor.Lawrence Malcolm shepherded a resolution through last week's regional council meeting which gives the land division committee more freedom to function independantly, but failed in a second bid in the same' direction. The planning and develop- ment © committee recom- mended that it be region policy that the secretary- treasurer of the land division committee, "shall," send copies of all committee dec- isions to the regional direc- tor of planning. Mayor Malcolm had that changed to, "shall be requested to," The mayor explained that, "shall," swould have been a definite 'order, but, '"'reques- ted." can' more easily be ignored by the committee. "They don't have to notify the planning director at all," the mayor said. In an interview after the meeting Mayor Malcolm said, "For a long time we have had political separa- tions and political refusals. Bell telephone prepare for change-over Two important changes will take place in the Port Perry telephone exchange during the month of March: a change in local calling procedure and wider local calling. Efective March 11, 1974, it will be necessary to dial seven digits instead of four to complete a call within the Port Perry exchange. This has been caused by equip- ment changes made 'in the switching centre in prepara- tion for wider local calling. Starting March 31, 1974 you will be able to call the Uxbridge exchange without long distance charges. This is the first step in the expansion of your local calling planned for 1974. (In December, Brooklin and Oshawa will be added) Within the Port Perry exchange, or wher™u call dial the complete seven digit number. And, starting March 31, seven digit dialing will be required on calls to Uxbridge. He said the whole idea of the land division committee was to have a group appoin- ted that would not be subjec- ted to political pressure. That idea will not work if council sets policy guide- lines that act as, 'an axe over the committee's head." The land division com- mittee was appointed by regional council. It has eight members, one from each municipality in Durham. Les Smith of Ward 1, Scugog, is the chairman. Then mayor tried to have another recommendation that all decisions must be sent to the Ontario Municipal Board left out of policy, but his attempt failed. "I am really upset about the way the region is going about this," the mayor told your reporter. 'Give the land division committee a free hand and let them go to it. Don't tie their hands," he urged. The mayor was also upset that the policy guidelines given the committee have two sets of rules; one for cities and towns and more restrictive ones for farm areas. We should all play by the same rules, says Mayor Malcolm.
