The new office will serve the employment needs of farmers and workers in the regions of Durham, Musko- ka. and the counties of Haliburton, Victoria and Peterborough. The office, a part of an agricultural manpower assistance program, is spec- ifically designed to organize the labour market in areas of agricultural labour short- ages, particularly in peak harvest periods. The Federal Government created the office. George Oliver was appointed chair- man of a local board by Manpower and Immigration Minister Robert Andras. this board eventually hired Roland Coy to be the manager. The Port Perry office will be officially known as the Canada East Central Farm Labour Pool and will have a staff of four. The Government further believes that a large element of the difficulty in attracting seasonal relief for the farm industry has been in locating recruiting, transporting and accomodating farm workers. A further problem has been the paperwork involved on the part of farmers in meeting statutory require- ments of their payrolls. Accordingly, part of Roland Coy's new job will be to handle the payroll book- keping involved in the farm labour pool. The workers will be paid by Mr. Coy and his staff and the money will be charged back to the farmers. This way, says Mr. Coy, the farmer will get rid of the bookkeeping headaches and the worker will be guaran- teed the his wages. Mr. Coy is professionally qualified for the bookkeeping nature of the job - he has been an industrial accoun- tant for several firms. Canada Manpower Centres will assist the Farm Labour Board by admin- istering departmental programs, reférring workers to the Port Perry office, providing in-depth counsel- ling of workers and arrang- ing for movement of workers in and between provinces. "The objective' says Mr. Coy, "'will be to put us in a position to have persons available for various types of farm work requirements." The operation will also provide relief workers for farmers who go on vacation or have to go to hospital. Mr. Coy was very emphatic about the quality of workers. He explained that all workers would be screened and their exper- ience and knowledge assessed before they are sent out on jobs. The Pool office will make sure the right person is going for the right job. Training programs will be available in some cases to acquaint applicants with farming procedures and equipment. Asked to comment on his appointment, Mr. Coy said "I'm very pleased. I feel I will be able to make a contribution to the farming community." Besides being an industrial accountant, Mr. Coy is also a farmer and has ben one for Mr. Coy in his office in the A.W. Brock building. the past 13 years. Before buying an 85 acre ranch in Blackstock where he breeds purebred cattle, he used to farm near Lindsay. Mr. Coy also looks on his appointment as a continu- ation of his dccounting career as well as something that will give an opportunity to meet more people. Mr. Coy is also President of the Scugog Ratepayer's Association of which he is a founding member.
