The Pearson ad- ministration was plagued and bogged down with royal commissions, often which for vears at enormous cost to the public purse, only to be pigeon-holed and nothing done to correct the problems. The time lapse in taking the investigation is often so long that the reports are outdated and virtually useless. The term "royal"' is derog- - atory to the crown. Royal commissions according to University of Toronto profes- sor John Crispo "a sympton of sickness in Canadian society". Crispo, dean of management studies at U. of T. told the Metro Social Planning Council that "Royal commissions reflect a terrible prostitution on the part of our politicians, and worse still, commissioners are hired by politicians for their known preconceived notions, or those who have none, but will bend to suit the situation, and keep quiet afterwards'. Strong words from Profes- sor Crispo! He had more to say including that Canadians are in no position to gloat over the sickness in Ameri- can society when we can find intolerance, selfishness, alienation and violence right here at-home. He concluded in his address to the Ontario Institute for Studies in Edu- cation that quote "Canada is just about as sick as the U.S. Americans are far more open about their difficulties and scandals while we are more disposed to bury and hide ours". Unethical and illegal conduct is widespread and not restricted to government alone. Now the Prime Minister wants to know who runs -Canada and appoints a royal commission to tell him. Next to the government, who only react after the fact, who follow not lead, and appoint advisory boards with no real power like the Prices Review Board; come the corporate elite -and the unions who really run the country. A survey in the U.S. found that next to the President and the Sec. 'of State, the third most powerful man in the U.S. is union boss George Meany. Thereal corporate poweris held by a handful of corpor- ate elite and the "seven banks. The interlocking directorships of the banks iu major corporations is a mas- sive one with so much economic power as to virtual- ly control all major industry - in this country. It has already been researched by Professor John Porter at the University of Toronto and published in a book "The Vertical Mosaic'. Another new revealing study has been made by. Professor Clement and recently published in hook form (U of T). Canadian * hanks, seeking protection from outside banking sources are crying to the federal government to curb foreign hanks operating in Canada, while they operate banks themselves in dozens of foreign countries. Mean- and moreover the - our chartered |, - while, the banks have raised their service charges for millions of commercial cus- tomers, all captive custom- ers of our banking monopoly. Although there has been some publicity, it all appears somewhat vague when con- sidering specific plans; such as, building design, calling of tenders, actual cost re- covery, and the status of the fair grounds. We appreciate that specific planning would not be available, but surely the primary requirements should be known: Will there he meeting rooms and. assembly areas? What will the seating capacity be? What extra facilities and cost is involved to provice for the second ice surface? | We wish to ensure that this project has the community involvement.
