About $1.5 mil- lion more of capital expenses will be financed out of the current. budget this year than would have been last year if all services were on stream. This is mostly to finance roads, bridges and heavy equipment purchases. The ministry of treasury, economics and intergovern- mental affairs has projected a 15.8 percent expenditure growth for southern Ontario municipalities, well below what Durham Region's will be. And the Ontario Municipal Board has sent the region, and other municipalities a letter stating they will closely examine any capital budget provisions for less than essential services. Durham Region is expect- McKeough and will explain to him that 1975 is really the first full operating year. Mr. McKeough will also likely be told that Durham Region will fork out about $1.3 million this year be- cause it took over 50 miles of Oshawa roads. Durham Region also needs increased grants to pay for a planned police communica- tions network and: Coun.
