Working from the Lindsay Councillor wants pen Uxbridge Coun. Bill Bal- linger hopes the people of Uxbridge would take 'a more rational approach" than Scugog if and when a proposal to put a peniten- tiaryin that township, comes about. "Shocked" at Scugog Township's turn-down of a government offer to build a penitentiary in the township, Coun. Ballinger said he will spend the next two weeks canvassing council members to see if he would have any support for a motion inviting the penitentiary people to come to Uxbridge and talk about their plan. He said that although foot- work has been done already, he didn't take it too seriously because he thought Scugog Township would take up the federal government's offer. It would be the benefit to any community, according to Coun. Ballinger. The $100,000 federal grant in liew of taxes that the local government would be com- pensated equals about five or six medium-sized industries. New moped laws this summer The proposed new laws for drivers of motor assisted bicycles (Mopeds) will not take effect until it is officially proclaimed, said Transport- ation and Communications Minister John R. Rhodes. "This will probably be in the middle or latter part of Meanwhile Moped drivers may continue to drive without a licence or insurance as under the original regulations. "This will also give MTC the time to prepare and distribute the necessary licence plates and regist- ration forms." Mr. Rhodes announced that the law for Moped drivers, under amendments to The Highway Traffic Act, will mean that only persons 16 or over may operate these vehicles; drivers must have a drivers' licence or a learn- er's 'permit; they cannot carry passengers; and all motor assisted bicycles must be insured and registered with MTC. Registration is expected to cost $5.00. Moped drivers will not require helmets.
