As Township Council succumbed to the blandishments of Dr. Dy- mong and adopted "I think 'I'd better think it out again" as their theme song, some . questions related to their. "un-decision" occur. 1. How come the Pen issue pr of recon- sider. when backed: 'by Dr. Dymond and local busi- ness interests? .2. How 'come a espn centre for Scugog. Twp. becomes more attractive when Uxbridge seems eager to get it? 3. How come discrediting the S.T.P Group's petition, admittedly based on emot-- ionalism and twisted inform- ation, was soimportant to Dr. Dymond's group, when they felt the S.T.P. petition repre- 'sented a negligible minority of residents? 4. If petitions have dubious value in establishing a true assessment of residents' opinion on an issue, what else does? : 5. Who is to sponsor, direct 'and finance 'A programme of Public Education", as Dr. Dymond referred to present- ing the facts to- Scugog residents? 6. Finally, and most impor- tant, how come efforts to attract suitable industry to the Township have been so unsuccessful that a peniten- tiary is such an attractive opportunity? . There should be more deve- lopment--in- this--township, providing 'a better balanced tax base and wider employ- ment opportunities. This area canno longer exist as an almost exclusively agricul- tural municipality: It also can not exist with "an economy based on dormitory suburbia and recreation. Before Regional Govérn- ment, Cartwright Twp. coun=~~~ cil passed up the chance of - the headlines, '"'Council Res- establishing an official plan and getting at the job of planned development, The same kind of thinking still prevails, but now the region- "al official plan is being draf- ted. Development, -favour- able to the urban majority in the region, will go forward if our municipality does not take positive action to benefit this community.' The real job + facing' council .is providing '8 the means to attract worth- while new" development to this township. That's not a penitentiary. Dr. Dymond believes that all the people in favour of the Pen have,not yet been heard. I believe that all the people opposed to the Pen have not beenheard. Ample opportun- ity for a "Programme of Public Education' was pro- vided before council made a "decision on July 14. Now that petitions have been discre- dited as a means of making council aware of ratepayer attitudes, surely another petition to demonstrate sup- port for the pen is not in the works, what's it to be, Doc? "Fors" and "Againsts" fight is out with wet noodles at fifty aces in the'middle of Perry St.? Not likely, because the final decision is.up to qur elected council. I trust that council will 'stand by their previous decision to drop the Pen, but will get at the job the Pen issue demonstrates has not . been done; providing resid- ° ents with. tax relief and creating employment oppor- tunities through new develop- ment in Scugog Township. The Mayor sits and pre- sumable presides over this pantomine with our learned council seated about him. Delegations or matters of local and rural interest are presented to council by var- ~ ious individuals either repre- senting Companies, Commit- teess, or just plan Mr. and Mrs. John Doe. t The night I.attended my first council meeting was the one held in the school auditor- ium on the matter of the Pen, now wells known to most resident§ of Scugog Town- ship. I was among .the numerous people attending this meeting against the Pen - being located anywhere in Scugog Township, This matter (I thought) was final- ly settled. The Mayor stated flatly, There would be No Pen- in Scugog Township. I felt great, something had been accomplished by a._council ~ who had bothered to listen to the voice of the people. My feeling great did not last long, infact, a very short period of time, I believe about two weeks. I missed the next Council meetings as I felt the major problem that I was concern- ed about had been solved and like a fool, I believed in the Mayor and his council. :While.-.shopping in Port Perry last Wednesday, I saw cinds Penitentiary Motion'.
