One concern that is raised repeatedly 'is the quality of education. To me, this is a prime issue. | feel the Davis government has grossly mis- managed education. Students and teachers are ~disillusioned and discouraged by our confining school system. - . Money is wasted on lavish new buildings, unnecessary gadgetry and administrative com- plexities: Greater emphasis must be placed on training and choosing and developing teachers. Greater participation by the whole structure of society in education is important. Labour and industry have responsibilities here that are not fulfilled. However, the reactionary concept of returning to the three R's is falling short of the need. : Another unavoidable issue is the problem over land-use mismanagement. The Conservative government has constantly failed to follow its own" land-use scheme and the resulting problems affect many areas of Durham North. An NDP government would institute a land-use policy and zone land to be used for agriculture, housing, industry, transportation corridors and greenbelt. TTT le Unlike the past government, once committed to a sdund land-use policy, an NDP government would ~ stick with its committment. For example, the NDP has always opposed the Pickering airport and will 'stand by that commitment. NDP policies are established with the basic principle of serving people, not the profiteering interests of high finance. These words drifted over a shocked audience and reverberated - * out of the auditorium onto the airwaves of the province. ~ The man who said them, was forty-eight year old Clare Morrison,-a provincial court judge, whe . would resign the next day to take up a cause which he had been prevented from doing for eight and a' half years. To do this he would contest a seat in the provincial legislature under the Liberal banner. Clare Morrison had a lot more to say about the present conservative Government. "The Davis' Government is the most blatantly arrogant, Inept, insensitive and arbitrary government this province has ever known. While | have been a judge | have had to sit in silence, but now | intend to speak out against the injustives.and inefficiences | have seen both in the administration of justice and else- where." And speak out he has. : Wherever he has gone he. has charged that regional government is a disaster. Regional government, -he maintains, is anojher experiment for which this government is notorious, but it simply will not work in"its present form. It has spawned vast, expensive and wasteful bureau- cracies which require more and more money to operate, and for which the citizen gets no direct benefit. The alternative is to continue the ineffectiveness and extravagance of a government that has lost contact with the people. 'They cannotafford these expensive frills," he says. His solution would be to rely on the people for participation as to the changes which should be made. 'The system must be examined very closely," he maintains, "to see what aspects of this méss can be salvaged, and what aspects must be discarded, or returned to the jurisdiction of the | area municipalities. These municipalities are big enough to handle many of the functions which are now under the jurisdiction of the regional levels. . The people would then have control over them, and much of the delay and cost would be avoided.' Another experiment which he has spoken out against is the standard and quality of education. "The Davis' Government has meddled with edu- cation, and the quality of education has suffered as a result." He sitgs the example of the universities and community colleges having to set up remedial english courses, because many of the students do not have a sufficient level of literacy to cope with post-secondary education. "The reason for this is that the emphasis of elementary education in particular has been shifted away from core curriculum -- reading, writing and arithmetic, history and geography. This is not the teacher's fault, he says, but rather, it is the fault of a system which has been imposed upon them. "We need options for those whose talents lie in a variety of areas, but the emphasis must still be on a core curriculum. At present these are being ignored, and the student is the one 'who suffers.' He has also attached the Davis Government for the debt which he has imposed on the province.
