Nursing Home celebrates official opening > ®° Formey provincial Minis- ter of Haaith and Dyrham member of parliament, Dr. Matthew Dymond was on hand last Thursday to offic- ially open the new. Port Shooting (continued or three weeks was as far as council is empowered to allow such shooting. Any- thing above that; ashe saw 2 @® it, would be beyond the power of eouncil, Area residents objections went farther than that. According to Mr. Smith, the scaled-down 'use of the pro- perty is not permitted under "the township's shooting bylaw and therefore beyond council's authority to allow. " He said that it has never been even considered if the Skinner property requires rezoning now, under this second proposed use. As he and residents see it, rezoning . 'is needed. What council would be doing, he said, is passing a bylaw approving something that is against o ° another bylaw...the zoning bylaw. | There was no doubt in res- idents minds that this "scaled down" use is a com- mercial enterprise aswas the first proposed operation, and three things tend to prove it, say residents: The large amount of money that has been spent' there on such things as a towers the origin- al application for a hunting and fishing commercial oper- - ation; and the involvement of property owner, Hubert Sin- clajr, in a Toronto sporting goods enterprise. Coun. Reg Rose saw the 1ssue of commercial or pri- vate use as bos the focal paint of the question, saying that if indeed the operation is a business, then it should not be allowed. If, on the other hand, it is a private venture, then it would fall within the rights of the individual to discharge guns on his own property. Mr. Sinclair denied the facilities would be used on a commercial basis. "We only want to make use of the facilities. We would not be ~ making money off it." He said the cost of operating the range and ammunition friends and aquaintances using the range, but no profit margin would be set up. He . said all council's restrictions still apply, and the control would still be in council's hands. He said that in the J three weeks temporary per- mission allowed by council in October, the range wasn't ¢ used once because hi: wasn't there, and it would be his friends who would bf: doing the shooting. At least one area resident, when asked at the last meet- _ ing if the level of noise during the three week period had been substantial, com- plained that the noise had been annoying. Coun. Bob Kenny was hes- itant to act, saying that although property owners have certain rights on their own property, he cannot clearly. see the destinction bétween commercial - and' private use in this case. i @ Coun. Frew took an even. stronger stand. He saw the use as commercial. ' + + Asked if 'he had obtained a" + building permit for the stryc- . ture, erected at the site, Mr. +. Sinclair said no, but that he had: made Fpeliestion in March of this year. would be spread among the Perry Nursing Home on Lilla Street. It was fitting that Dr. Dymond should do the hon- ours, since it was action initiated by him as health 'minister that brought about the original nursing home legislation. "I never dreamed," said Dr. Dymond, in a warm address to the packed house, "that it would all turn out like this!" He said operators of nursing homes such as the one in Port Perry have reached- and surpassed a higher objective than what was set for them: He com- mended private industry, private investors and dedi- cated people for the achieve- ments in the nursing home field, saying that it is they who must make the invest- ments and take the financial chances. Dr. Dymond pointed to the warm atmosphere...a "fam- ily feeling" that develops at the home. "By the way," he interjected, "I hope you are saving me a room..." Dr. Dymond said for. this very feeling of warmth and family...of a closely knit group...that he years ago on the name "nursing home', as opposed to 'institution' or 'facility'. He said the needs of the people in nursing homes is met nowhere else in our society, and called for even ~more participation by. the "community at large.
