In a statement issued by his riding office, Mr. Breaugh "assailed the Dec. 11, 1975 announcement by Treasurer Darcy McKeough that the provincial govern- ment would limit support to municipalities to eight per' cent this year. A large por- tion of that increase will be absorbed by school boards, Mr. Breaugh said. 'UNPALATABLE' Mr. Breaugh, who won his Queen's Park seat in the provincial election last Sept. 18, said that in a letter to Durham Regional Council on Oct. 29, Mr. McKeough made several 'unpalatable' sug- gestions for raising revenues on the local level. Mr. McKeough suggested that Durham Region in- crease sewer and water rates, stop building capital projects, repair or improve existing facilities less regu- larly, and slap a surcharge on areas that demand ser- vices. If implemented, the pro- posals from the treasurer will mean that local rate- payers can expect a large increase in mill rates, higher rates for services such as water and 'sewer, a slow- down in repairs, and delays in upgrading present. ser- vices and facilities, Mr. * Breaugh said. In December's announce- ment of his $12.5 billion budget for 1976-77 Mr. McKeough said that salaries of senior civil servants would be frozen at October, 1974 levels, public service salary increases in 176 would be limited to eight per cent and that the public service pay- roll woudl be cut to 66,500 compared to 70,800 in 1974.
