CANTER BF EA _ Endorse "building code" resolution Scugog Township Council has endorsed a resolution by the Town of Exeter that calls for the minister of labour to use the standards of the National Building Code that were in effect at the time of the construction or renovat- ion of an arena when determ- ining the structural capabili- ties of the building, provid- ing that the building was originally constructed or re- novated with the approval of the ministry of labour. According to the Exeter's view, the ministry is creat- ing a contradictory element Jin asking for engineering studies to be carried out on the basis of the 1975 National Building Code, for arenas which were built with minis- try approval under the terms of the 1971 code. "If this action is to continue, every municipality that con- structs or repairs an arena under the current standards, will be left in jeopardy, if and when the standards are ever revised according to an Exeter brief. These munici- palities presently have no assurance that a new arena will not be out-of-date within No Scugog rep at CORTS meeting "There will be no Scugog Township representatives at a luncheon meeting of the Canada-Ontario Rideau- Trent Severn Advisory Com- mittee on Aug. 19 at Bobcay- geon. The meeting with the committee was to include all the municipalities that form part of the CORTS corridor. Lake Scugog is part of the system. The meeting has been call- ed so that the committee would explain the organiza- tion and work of CORTS and hear questions and com- ments- from municipal re- presentatives in this sector of the corridor. The meeting with munic- pal representatives will be followed by an evening public meeting on the same day, starting at 7 p.m. This is a continuation of the public meetings to be held this 'year : along: the waterway from Ottawa to Port Severn. The purpose for these meetings is to continue dialogue with con- cerned persons and organ- izations on local and Corri- dor-wide problems and con- cerns. The CORTS Advisory Committee is interested in comments on the Corridor and particularly relative to this part of the waterway or on such topics as trailer, cottage and housing develop- ment along the water and boat speed-wake problems. Coun. Vern Asselstine said that he has attended similar environmental meetings in Lindsay recently, and 'they were all very interesting. Whether or not the arena has deteriorated or not doesn't even enter the pic- ture, since buildings are being-subjected to examina- tions which utilize standards which have only been incor- porated since the building was originally built." ~ It is Exeter's position that the Public Health Act of Ontario, with its' regulations which govern the construct- ion, repair and operation of public swimming pools, utilizes a system of exempt- ion clauses which prevents a building from being retroact- ively responsible for new standards which have been adopted after the pool was already built. Unless a similar situation occurs with regards to other public build- ings, such as arenas, an unacceptable double stand- ard exists between the ad- ministrative systems of two Ontario Ministries and the local municipalities become: the scape goats for this inconsistency. "It is not our intention to ask the Ministry of Labour to ignore its' responsibility in guaranteeing the safety of all public arenas. We are asking however, that in their zealousness they not go from the sublime to the ridiculous, for no one can forecast what new standards may be in vogue ten years from now, so how can the Ministry possi- bly expect an arena to meet standards which have been adopted five or ten years after the building has been renovated or constructed. At the same time, though, we cannot expect the Minis- try of Labour to exempt those facilities which were built prior to the date on which the Ministry was given responsibility for the safety standards for arenas. This resolution should apply only to those arenas which have originally been approv- ed by the Ministry of Labour." INVEST NOW! The subdivisions to be dis- cussed are at various stages of approval in the nine-step approval system, and the township hopes to clear up some of the snags that have ground some of the subdivi- sions to a halt.
