After all operating budgets were submitted to the Mini- stry for review, total monies requested exceeded funds available by more than 21% per cent. "By constraining expendi- tures in other provincial programs," said Mr. Miller, 'the provincial government agreed to provide additional funds, reducing the shortfall to only one per cent.
