At 22, Neil McLaughlin is the youngest of the 24, and wants to win the Ward 4° 'council seat. There's a 'four-way battle for the position. Problem was, McLaughlin is a member of the Scugog roads department as well as /\family. a Blackstock area dairy farmer. Since township employees are unable to run for office, McLaughlin required a leave of absence before his name cold be added to the list. A Friday request by Mc- Laughlin for a leave of absence from the roads department was turned down by clerk Doreen.Van- Camp on the grounds that township bylaws allowed such. leaves only on the death of a member. of the Mr. McLaughlin then approached Mayor Malcolm about calling a special meeting of council; which requires a 48 hour notice. Malcolm declined, however, on the grounds that calling the meeting at this late hour could be interpreted as a supportive move by some, since there are three other candidates. He also said there is no guarantee that a quorum could be formed at such a short notice meeting. The mayor did suggest, however, that a meeting could be called on Monday afternoon with the consent of at least three councillors. With the mayor in atten: dance, that would ensure a quorum, he pointed out. This method, he felt, would be a fair and open way ol resolving the matter, and is in the best interest of both parties. Council voted . to grant McLaughlin a leave of absence until December 7. The decision came about a half-hour before nomin- ations closed. A photo start.
