Heron There was no regular church service last Sunday but several of our people were able to go to St.Johns to enjoy their anniversary services. Next Sunday being the . first Sunday of Advent, Holy communion will be observ- ed. The following Sunday, Dec. '5, Miss Joan Mellor who is 'home on furlough from Chad, Africa, will be with us for Sunday School "and church service. Mr. and Mrs. A. Teapic and son Ian of London, spent the weekend with Mr. and Mrs. E. Heron. Mr. and Mrs. Douglas Ashton and sons Arnold and Ronald also Mrs. Lena Doble of Whitby visited on Sunday with Mrs. Ella Slack and family of Beams- ville. Mec- Mahon of Windsor was ap- pointed earlier this year as referee under the Drainage Act. The drainage tribunal was established this year to pro- vide farmers a more acces- sible procedure for appeals under the Drainage Act against the technical content and assessment in engin- eers' reports prepared under the act. : A farmer wishing to make an appeal to the tribunal simply "nofifies' the munici- pal clerk/who in turn must notify the tribunal. The tribunal will then hold a hearing in the farmer's locality, at which he may present his case. Three members of the tribunal constitute a quorum. Some tribunal decisions may be appealed to the referee. In addition, appeals against legal pro- cedures are made directly to the referee and some of his decisions may be further appealed to the courts. In announcing the appoint- ments to the Ontario Drain- age Tribunal, Mr. Newman. said that farmers in Ontario invest $30 million annually in drainage. In view of the magnitude of the expend- iture, he said, the access- ibility of appeal procedures is important and the mobil- ity of the tribunal is, there- fore, a major advantage.
