I have always been in favour of moderate develop- ment over the. township; some in Port Perry and some in each hamlet that is suitable to develop. I fail to see how it is possible to keep a "small town community" in Port Perry or semi-rural atmospheré in our hamlets if they expand like mushrooms. Council's objective should be to keep things moving just enough that our merchants, plumbers, electricians, carpenters and related workers have regular work would never get dorsement. A certain amount of light industry is desirable and we have been working to this end. We haug, land in Scugog zoned "Industrial" and negitiations are pro- ceeding. We inherited some water and sewage problems but these are being corrected as rapidly as possible, new well is ready for a pump, a new water line from the well to Port Perry is budgeted 'for in 1977 and a _ new water storage tank in 1978. - The expansion of the Water Street sewage pump- ing station is budgeted for in 1977. Already a design for a new sewage treatment plant is being drawn. up which" includes one more ~_lagoon and a pre-treatment plant. We have a great numbey of development pro- posals and council has to decide which 'comes first and in what order. These will be the difficult de- cisions. Another very important and difficult matter during the next term will be to produce a uniform zoning - by-law to cover the town- ship. This should be pro- ceeded with immediately after the regional official plan is signed by the minister. A workable zoning by-law must imple- ment and spellout in detail the provisions of an official plan and must/not be con- trary to THE £LAN in any respect. Zoning is quite costly and if done before the official plan has been signed, might very well have to be done in. The foregoing ¥emarks are my concept af he main decisions facing your new council. Indeed these are in addition to the regular weekly problems - that will come before council during the next two years. Scugog is a lovely place to live and my every effort will be to- ward improving it whether elected or not. We sincerely hope 'that this service will provide meaningful information to help voters make a; in the upcoming at the ~ REG ROSE Candidate for Regional Councillor The most important matters 'that wil come before either- Council 'or the Regional Council will concern growth and development both in all specifically in Scugog. In the 1973 campaign" stated that growth should take place in this Municipality 'primarily in Port Perry and the Hamlets. The recently prepared Durham Official Plan reflects this position. I also stated that growth should be paced. This position has been adopted by resolution of the present Council for part of the Municipality. I believe the new Council will have to refine this policy and apply it to all the Municipality. The new Council must create zoning that will not only interpret the new Official Plan but provide equal standards across the Township, and adjustments between rural and more built-up areas. Growth and development is also related to commerce and industry. It was with this in mind that I present- ed.to Scugog Council, and had- passed, a resolution that would give priority to developers who would pro- vide industry as well as housing. We must now Scugog' and more ' # work out ratios between the two. Such planning is of prime importance because the rate of growth will to a large measure determine the nature of our Communi- ties, and its demands will affect the cost of providing the various services. ' This is true, both of immediate hard services such as roads, and in Port Perry, water and sewage and the cost of soft services, all the way from schools .for the child- ren of the new families to the cost of building new homes for the aged, even in thirty years' time. These are vital decisions that will best be made by knowledgeable and respons- ible council members. ART CATTON Candidate for Regional Councillor First and foremost is the industrial needs of our Township. The new Scugog Council should beat.a path to 'the Regional Industrial Commission and 'demand .smal] industries in this area. The sites are ready and waiting, and have been for. the past three years. . We need rental accomo- dation that the working' people can afford. House prices are 'out of reach of the young couples and others that aré not drawing large salaries. Also, council should en- courage owners of the vacant stores on the main street to lease these prem- ises as soon as possible. These vacant stores become black spots in the eyes of visitors and discourage shopping in the down town area. We must not be dictated to by Regional beaurecrats. " After all, we help pay their high wages. I would like to thank the Star for allowing me to ex- press some of my views on a few of the issues in this area. GERALD JACKMAN Candidate Industry ; A prime concern, pesent time, is a shortage assessment in our Town- ship. 'There are industries 'being established in the "south part of the region which arg light and clean and would be compatible with our environment. Not only would they relieve the - . residential and farm tax- payers of some of their burden but would also provide employment..for local residents. 1 would work very actively to attract the proper type of industries to Scugog Town- ship. Residential - there are, apparently, policy differ- ences existing between - areas of the Township with regard to land separation, house size réquirements and zoning restrictions. I feel it is imperative "that these 'inequities be corrected as soon as possible. There are also problems with services in sub- divisions that must be eliminated. A firm policy should be established by Council which would eliminate future problems: for residents as .well .as increasing the efficiency of Council and staff - by eliminating long drawn-out negotiations with developers. Communications - One of the major problems with Regional Government is that the public is not being properly informed of the activities of that govern- of industrial for Mayor I would assume the responsibility of reporting items of interest - of our ment. residents, on a regular basis. feel that most people desire more informa- tion about their tax dollars . and their regional repre- sentativds. Reception Centre - Because of the continued interest in this subject and conflicting statements in various news- papers, I feel it is my responsibility to clearly state my opinion on the matter. If the institution is offered to us again, I would vote to reject the offer. If a majority of Council wishes to pursue the offer, then I would press for a proper educational process and a referendum. Normal- ly, I would not agree with a referendum, but because of the unusual circumstances and bad feelings which have been created between some people, I am convinced that - a referendum is the only solution. NEIL HUNTER Candidate for Regional Councillor I have been a farmer in Reach Township for 22 years and now would like the opportunity to serve the tdwnship of Scugog on the Regional Council. served the last three years on Scugog Council, repre- senting ward 1, formerly Reach. In the past years I served two terms on Reach council and several years on the school board. I am a past president of 1, Font I have. Perry Fair Board, and spent several years on the Ontario County Milk Com- mittee, and the Federation of Agriculture and am an active member of Green- bank United Church, rior to this, I served brs for 3 years and on y return home spent 5 years on the Toronto Police Dept. I would be very happy to have the opportun- ity to serve this township, and spend whatever time is necessary to do the job in the best interest of the people of Scugog Township. I am a married man, with three sons and one daughter. The oldest' boy, Bob, is on the family farm, Jim is a policeman with Durham Region and Tom the youngest is still in school and daughter Pat and husband are teachers in Guelph. I feel one of the 'most important issues to be faced in the next term is the comprehensive zoning by- law for the township.
