Commissioner Twelve- trees went on to say the cost of garbage sites is sympoto- matic of modern society. He was referring to the way people produce a vast quantity of garbage. Mr. Twelvetrees is ap- parently aware that his own "department is guilty of pro- ducing a lot of waste materials. "You look at the garbage that goes out of this build- ing," he said.
