The Canada-Ontario Rideau-Trent-Severn (CORTS) Advisory Commit- tee today released a report containing their recommen- 'dations on boating use on . this waterway corridor from Ottawa to Georgian Bay. The Committee Chairman, Mr. Hal Hooke stated: 'The Committee's recommend- ations covered a wide range of boating issues, including wake control, speed zones, operator licencing," boatér education and increased en- ations." As a result of all these comments and concerns, the Advisory Committee put considerable effort into pre- paring recommendations: that reflected this public reaction. The. report has been sent to the Honourable Warren Allmand and the Honourable Frank S. Miller, the federal and provincial Ministers responsible for the CORTS reaction expressed to Mr. January and June issues. It is recommended that a ..substantial increase be. pro- vided in the number of patrol boats and officers in the Rideau, Trent-Severn corridor, particularly during the high-use months. It is recommended that, the appropriate offences be removed from the Criminal Code and placed in the same category as highway traffic offences so that convictions can be more readily obtain- ed with their appropriate penalties. . It is recommended that a minimum course and test be a requirement for all persons. who operate boats in the Rideau, Trent-Severn system. PORT PERRY STAR -- Wednesday, Mar. 23, 1977 -- 15 CORTS recommends boating controls, licencing It is recommended that a nominal fee .of $5 to $10 should be charged to all people taking the corse and- or test: LICENCING It is recommended that all operators of boats of any kind operated in the Rideau, Trent-Severn waterway be required to hold a certificate indicating boating com- petence and an understand- ing of boating safety. The Committee feels that --there is not enough evidence at this time to recommend licencing similar to that used for automobiles, snow- mobiles, etc. It does, how- ever, recommend that the present system should be tightened up to ensure that the current owner of a boat is also the registered owner. It also recommends that all boats using the waterway should be. licenced, regard- less of size or power and whether or not they are using the lock system.
