An appeal by club representatives Dian Burt and Dave Nicholishen for financial assistance was referred to the Township Treasurer to determine what funding would be available the grant system, Council was told that the tennis club is prepared to meet about one-third of the $2400 cost, and that the club has already taken delivery of the second-hand lights from Markham. It was suggested by Council that if additional funding could be arranged, flourescent rather than incandescent lights should be purchased as these have a longer life and provide better lighting, Mr, Nicholishen suggested that the hydro costs of operating the lights be paid by the township with the tennis lights hooked up to the same meter that governs the ball diamond lighting. The tennis club would assume responsibility for the maintenance and replacement costs. : CADMUS CHURCH A request to purchase Cadmus Church in Cartwright Township for use as a private dwelling was tabled for two weeks to allow members of council time to look at the property and determine if the building is too close to the road allowance to be used as a home. Mr. Arscott told council he is prepared to spend up to $25,000 on renovations to the building and he suggested t the increased assessment would be more valuable allowing the building to sit empty and in a deteriorating condition. Councillors Vern Asselstine and Neil McLaughlin both opposed the proposal saying the building is too close to the road allowance for use as a private dwelling. = When Councillors Richard Drew and Don Crosier disagreed with the objection it was suggested that the. request be put off for two weeks. The present owner of the building, a Mr. Jones, told council he wants to sell to Mr. Arscott as the property has little commercial value. He said if he is not able to sell, the building will continue to deteriorate and he may tear it down completely. CHIP WAGON A permit to operate a chip wagon in Palmer Park was granted, but not before strong objection had been registered by Councillor Rose. - He objected to the $50 permit fee for a six-month period suggesting it was not enough as the chip wagon would be in direct competition to several permanent establishments that are taxed as commercial operations. "~The motion to grant the permit to Beryl Nicholson of Scugog was passed by recorded vote with Councillor Rose registering the only opposing vote. BLACKSTOCK ICE An ambitious proposal to enlarge and upgrade the ice facilities at Blackstock arena was given unanimous - endorsement by Scugog Township. Committee spokesman John Goss told council that required to purchase three second-hand ice units and have them installed. A non-returnable down payment of $300 has already been made towards the $15,000 cost of the ice units. Mr. Goss told council that the committee hopes to raise about the half the $48,000 from Wintario and . recreation grants and the remainder would be raised locally by the committee. Mr. Preston cited the earlier representation before council concerning the request of the tennis club for lighting as an example of the kind of work the committee would under- take. The groundwork for a project such as tennis light- ing would be made before the committee with a final proposal coming to, council for approval. He added that requests to the Minor hoc- key and ball ' associations for information have been ignored, and that this kind * solve. one big problem by [4 of attitude has been true of many" other groups within the Township. Councillor Don Crosier wanted to know if the pro- posal would mean that his responsibilities on the five Hall Boards would be eroded or regulated, and he was told they would not, as the elected representative would be the final altern- ative if people were not happy with action taken by the newly formed commit- tees. Mayor Lawrence Malcolm expressed some reservat- ions about the plan, saying that any proceedings must move carefully. "We must be careful not to creating two smaller ones, which tend to quickly grow again into big problems," said the mayor. The proposal was tabled by council to allow for study of the by-law governing the existing committee set-up and powers. And council also asked that complete details of the re-structuring be made in a written pro- posal. Mr. Ringham and Mr. Preston agreed to withhold the mass resignations until. the matter could be further explored, but they conclud- ed their report by stating that "drastic action' is needed to bring about '"'cor+ rective measures for the future development of recreation in Scugog Town- ship".
