'The Organizer' Greenbank road petition continued from page 1 village creating a. safety hazard for children crossing to get to the public school, and elderly people crossing the highway to get to the general store and post office. Mr. Celsie also said that the petition objected to the widening of the highway north of the intersection be- cause of the proximity of wells which could become contaminated from road salt when snow is-plowed off the highway in winter time. He said Sunday that a surveyor's stake placed last week shows that the outside edge of the sidewalk along the highway on the east side would come to within three feet of his well. BYPASS The petition had asked that the province indicate the ars TSAR Ie ON ft v 3 PENIS i PAF i costs of by-passing the vill- age completely with High- way 12, and Mr. Norman told Council Monday .afternoon, that it simply would not be economically possible to con- sider a bypass. J Mr. Norman said A bypass to the west of 'Greenbank would involve severances of good farmland, with the total cost possibly running as high as 2 million. The cost of the road improvements through the village are estimated at $400,000. While the petition also call- ed for the installation of stop lights at the intersection of Highway 12 -and the 11th Concession, Mr. Norman said Monday that this is not being considered in the re- vised plans. The present speed limit of 30 mph through the village is expect- Attract new industry continued from page 1 will be included in the Dur- ham official plan, which is expected to be signed into law in the next six weeks. And following this, applic- ations for re-zoning from the present agriculture 'desig- nation would have to be "approved. The development of the residential units had been held up by the restrictions on the sewage. treatment capacity, which is limited to a population growth of up to 7,000 people. There are presently other residential proposals which are further along in the development stage than this one, and would therefore get priority for the limited sewage ser- vices. The action taken by council, if approved by the region, will allow the units to be built on septic systems. On the industrial land, the developer has told council that he has a firm proposal for - one" new - industry' and ed to remain the same, while the petition had asked that it be reduced to 20 mph, And finally, the petition had ask- ed for "Speedbumps, or "silent policemen" to be con- structed on Highway 12 to reduce the speed of traffic. These will not be built. The petition was started .earlier this summer as a result of a public meeting May 18 in Greenbank when government officials pre- sented the original plans for the widening of the highway. Mr. Celsie contends that the meeting May 18 was spread out over eight hours, with the result that a concen- trated objection to the pro- posals was. not presented to the Ministry. The petition was gathered earlier this summer and sent to several people including Premier William Davis, MPP: Bill Newman, NDP leader Stephen Lewis and . Durham "Regional . Chair- man, Walter Beath. Newman informed trans- portation minister James Snow of the petition August 18 asking only that the Minis- try hold a second meeting with the people of Greenbank to "alleviate any fears or answer any questions." The decision to make the * bo changes was apparently 4 made at the top levels of the Transportation Ministry.
