He said after meet- ing that the company could end up with only about 40 lots for development, and if this were to happen the financial loss could run as high as $1 million. Of particular concern to Van Edwards Investments was the proposal in the plan to designate a tract of land further to the south as agri- culture, which would ex- clude residential develop- ment on any kind of ser- vices. CHANGE LIKELY It appears likely, however that this agriculture desig- nation will be changed to a D, or a residential holding zone. And Ted Griffen of Van Edwards Investments said later that he would be satisfied if this change is made since the company's development schedule for the land is about five years away. If that land remained ag- riculture, however, and was included in the Durham Official Plan as such, a re-zoning for residential use would require a costly -and time consuming amendment to the Official Plan. It is having to go through this latter procedure that Van Edwards Investments wants to avoid. THE REASONS The reasons for the ex- clusion of these lands be- tween Port Perry and Prince Albert from sewer services are simple enough. The maximum population that the sewage lagoon treatment system can handle is 7,000 people, or the equivalent. And this includes the expansion to the existing lagoons which is expected to be completed by the end of next year. The present population of slightly over:4000, however, will not be allowed to in- crease to the 7000 figure because a portion of the sewage treatment capacity must be used to accommo- date anticipated industrial expansion. EXPANSION The possibility of sewage treatment expansion began the 7000 maximum figure was discussed at the meet- ing but Walter Evans of the Durham Region Works de- partment indicated that there are two limiting factors. The first is the assimilative capacity of the Nonquon River, which apparently is not capable of accommodating more than 7000 population. And the second is the cost factor of constructing a conventional. type treatment facility in addition to the lagoon system. HORSE TRADING The proposed plan calls for full servicing of a parcel of industrial land across from the Fair Grounds, and in addition allows for resi- dential development on a second parcel of land to the north and east, running roughly along the west side of Regional Road 2. parcels are owned by Car- lan Investments, a company which has indicated recent- ly that there are at least two industrial concerns close to signing agreements to locate new industry on the fully serviced parcel. In an effort to attract new industry to this fully servic- ed land, Scugog Council will allow Carlan to develop the residential land fo the north and east, on municipal water services only. During the discussion on these lands, Mayor Law- rence Malcolm said, "let's face it, the northern de- velopment is horse trading. We're getting fully serviced industrial land (at Carlan's expense) and we had to give something (to Carlan) in return." THE TIMETABLE It was pointed out several times during the meeting that the proposed plans under discussion have not yet been finalized, and the whole purpose of the meet- * Both - ing was to get feed-back from interested parties so that possible changes could be made before the Port Perry plan becomes part of the Durham Region Official Plan. : With the Durham plan scheduled to go before the provincial government for official adoption in the next few weeks, it was sug- gested, however, that changes to the Port Perry plan, if any, should be made by the 'local council and the regional planners in the very near future. With the restricted time- table in mind, it is likely that representatives of both Ribcor and Van Edwards Investments will be meeting with Scugog Township in the very near future in an effort to have some changes made to the Plan before any decisions are finalized. During the meeting, Mr Phelp of Ribcor complained that the company had not had sufficient warning of the proposed changes to allow for a thorough and detailed reply and argu- ment. In fict, Mr. Phelp told the Port Perry Star after the meeting, that the company had had no indica- tion such changes were being contemplated until the plans were made public a couple of days before the meeting. Developers in the newly designated semi-serviced areas to the south of High- way 7A and west of Union Avenue essentially have two choices if the plans are adopted as proposed. They can either wait for the sew- age treatment capacity to be expanded, which is un- likely because of the rea- sons outlined above; or they can proceed with develop- ment of larger lots, each with its own septic system that meets existing health standards. 'Larger lots per acre; of course, means a reduction in the total num- . ber of lots within a parcel of land.
