by Mrs. Betty Deeth Regional Council has been present position regarding grants to voluntary agen- cies by William Ives, Presi- dent of Mental Health- Durham at the November 9, annual meeting of the Social Planning Advisory Group of Durham Region. Mr. Ives was speaking as part of a panel consisting .of E.R.S. McLaughlin, repre- senting the United Way, and Regional Councillors, D. Hadden from Brock, and G. Rickard from Newcastle. The program topic was "Principles of Local Fund- ing for Voluntary Agen- cies". D. Hadden agreed that maybe the Region "threw the baby out with the bath water" and that the neces- sity of volunteer services must be recognized and warrants further exam- ination of the means to im- plement financial assis- tance. He was referring to = a recent decision by the Region to cut off grants to volunteer agencies. The meeting drew a large crowd. Regional chairman, Walter Beath gave a wel- coming speech, and threw open the question period with the query, "What is a * Volunteer". The answer given by W. Ives was that it is someone who receives no remuneration for services rendered, but that a volun- teer Board of Directors, in order to deliver services, may employ staff. Agency representatives and politicians agreed that money was needed to pro- Obituary Harold Hocken A resident of port Perry for the past 20 years, Harold Hocken passed away on Monday, October 31, 1977 at the Community Memorial Hospital, Port Perry follow- ing a brief illness. He was in his 94th year. Son of the late Henry Hocken and Lucina Sopher, Mr. Hocken was born and educated in Bowmanville, Ontario. Married tothe late Mabel Franklin, he spent the early years of his life work- ing in the family lumber business in Northern Ontario. Returning to the [family farm outside Port Perry in 1931, he remained there until 1947 when he retired to Port Perry. Mr. Hocken is survived by a daughter, Margaret (Mrs. Ivan Mountjoy) of Black- stock; a grandson Brian Mountjoy of Elkford, British Columbia; and two grand- daughters, Judy (Mrs. Carl Gilbank) and Linda (Mrs. Robert Kyte) both of Black- stock; also by four great and Kimberley Mountjoy and Laura and Lisa Gilbank. He is also survived by one brother, Harry Hocken of Little Current. Funeral services were held on Wednesday, Nov- ember 2nd from the McDer- muti-Panabaker Funeral Home, with the Rev. Robert "Brawn officiating. It was also recognized that there is a wide range of need in the eight municipalities of the Region. Mayor Rickard of New- castle stated that the local taxes are the lowest the citizen pays in relation to Provincial and Federal; that the Provinces create municipalities and that the Province should share the revenue as well as the growth rate by conditional or unconditional grants. He also criticized Wintario funds enhancing the position of politicians in the com- munity without them having to be responsible to the tax- payer, because the money is raised through a lottery. Other critics of Wintario: pointed out that because it falls under the jurisdiction of the Ministry of Culture and Recreation, many agencies represented at the meeting, (such as Associa- tions for the. Mentally Re- tarded) did not have access to the funds. } ' T.K. Simmons, President 'of the Oshawa-Whitby Unit- ed Way stressed that there were great demands on the Festival of Dairy Foods This fall several groups in Ontario County took advan- tage of the free course "A Festival of Diary Foods" offered by the Ontario Ministry of Agriculture and Food, Home Economics Branch. Each group sent two Leaders to the Training School which was taught by a Foods and Nutrition Specialist, Mrs. Denise Weir, from Toronto. . The course discussed - all. aspects of, dairy products, including how they are made, purchasing ctiteria, nutritional aspects and 'proper storage methods. There were several deli- cious recipes demonstrated as well. The Leaders then went back to their organi- zations and taught the information they had learn- ed to their members. A Summary Day has been planned for the conclusion of the project. Every one who has taken the course will attend and give a brief report of their meetings. A special feature has been planned. Mrs. Joan Field- en, Home Economist for Dominion Stores limited, will be the guest speaker for the program. A warm welcome is ex- tended to any interested person in the community. Community Care was designed by S.P.A.G. to use volunteers to meet the need of the elderly and disabled and to assist them in staying out of institutions. Panel moderator was Dr. G. Gilchrist, of Oshawa, who was elected President for the coming year, at the Annual Meeting prior to the program.
