Board chairman Chuck Preston told the Star last week that a recent meeting between the Board and rep- resentatives from Wintario are available for library ex- Region hiring policy pansions if they are matched by private donations. To this end the Library Board has decided to ap- proach the McLaughlin Foundation (which has re- Picket lines possible The Oshawa and District Labour Council is threaten- ing to throw up mass picket lines around the Durham Region headquarters build- ing on Rossland Road in Whitby following a decision by the regional council last week which rejected the mandatory use of local workers on regional con- struction projects. Labour council president Bill Fairservice said the measure which has long been in use in Oshawa and Peterborough, should be adopted by the Region. The Motion to require mandatory use of local workers was defeated in regional council April 18 when Chairman Walter Beath cast the tie-breaking vote. Scugog Mayor Lawrence Malcolm voted against the motion introducted by Oshawa councillor Bruce McArthur. Mayor Malcolm argued that defining bona fide local residents could turn commissioners into commissars. The motion got support from the 11 Oshawa councillors on the Regional council, along with Ajax Mayor Clark Mason and Newcastle councillor Ed- ward Woodyard. This is the second time in 18 months that such a motion has been defeated by the Regional council. In defense of his motion councillor McArthur said that more than 1000 persons on the Region welfare rolls are classified as employable. However Pickering councillor Alex Robertson said that many residents in that community work in Metro Toronto and the results could be disastrous if retaliatory measures were taken by a neighbouring municipality. Following the defeat of the motion, councillor McArthur accused Mr. Beath of "fum- bling his chance to show that Durham really is a place of opportunity." cently contributed to a major expansion of the Oshawa Library) to see if funds might be available for this part of Durham Region. In addition the Board is going to prepare some initial sketch- es and drawings which would show the functions of a pro- posed expansion. If the results of these preliminary investigations prove positive, Mr. Preston suggested that the Library Board could undertake a public fund-raising cam- paign this fall. Any expansion would be to the rear of the present lib- rary building and, would con- sist of an upper floor for shelves and reading areas for the adult section, and a ground floor auditorium for the children's department of the library.
