The notice of motion was presented June 28 by Ajax councillor Colin-Mackie and Pickering councillor Ken Matheson. As well as asking that Oshawa's represen- tation be reduced by two members, the motion also says that both Whitby and Ajax should have one more member on regional council. Councillor Mackie said after the meeting that he would prefer not to go into specific details until the motion actually comes before the council for debate and a vote, but he did sug- gest that he is concerned about the under-represen- tation on the council for the municipality of Ajax. The population of Ajax is now about 24,000 people with two reps on the Regional council. This number has remained the same since formed in 1974, while the population has increased by about 5,000. Whitby, on the other hand with 29,000 people has three reps on the Regional council, and Oshawa with 110,000 people has 11 reps on the council. There has been no change in the 30 member council since it was formed in 1974 with the advent of Regional government, and any in- crease or decrease in the numbers would have to be done through the amend- "ment to the provincial legis- lation which established Durham Region. In comparison with some: municipalities in Durham, Mr. Mackie's concern about the under-representation from Ajax appears to be well-founded. 33 1.3 Scugog Township has less the population of Ajax, but Scugog has the same number of councillors. Brock Town- ship, with a population of a little more than 8,000 people also has the same number of reps on the council as Ajax. When the notice of motion was introduced last Wednes- day, Oshawa Mayor Jim Potticary was immediately on his feet in protest, claim- ing it would be undemocratic to reduce Oshawa's repre- sentation, He was cut off, however, by Chairman Walter Beath, as the rules of procedure allow no debate on the intro- duction of a notice of motion. But when the motion does get on the floor, it is fair to predict that Mayor Potticary will have something to say about it. His displeasure with the Regional system is no secret, as he makes it clear whenever he can that he feels Oshawa is getting the short end of the stick in Durham Region.
