"Everything depends on the weather", Paul Fleming, project supervisor with the consulting firm of Totten, Sims, and Hubicki told the Star in an interview at the site last week. The project consists of the construction of three new sewage treatment "cells", each slightly more than 16 acres in size. When com- pleted, the project will double the capacity of the Port Perry treatment faci- lity, and allow for a popula- tion increase from the present 4000 people to about 7000. : The three treatment cells now in operation are each about 16 acres in area. The construction project is a. large one and about a dozen pieces of heavy equip- ment from Zorro Excavating of Toronto have been on the site since early July. These include bull-dozers, back- hoes, and four motor power- ed earth scrapers. by the time they have finished gouging out the three, five- foot deep cells, these scra- pers will have excavated and moved some 200,000 cubic feet of earth. Winchester Conduits and Structures of Downsview is the general contractor, and responsible for the laying of about 1000 feet of forcemain pipe, construction of inlet, meter and discharge cham- bers and a further 6000 feet of pipe to connect all' six of the treatment cells. The three present treat- ment cells runs in a north- south direction on some 50 acres of land located to the north of the Durham dump on Regional Road 8. One of the new cells will run east-west immediately to the south of the three existing cells, and the two others will be located to the west of the present cells. They are designed to hold five feet of liquid, and three- foot high berms or protecting embankments will be built around the cells. Clay soil is an absolute must as it retains the liquid sewage in the cells while a natural and continu- ous chemical process invol- ving the wind, sun and oxy- gen works to eliminate the harmful impurities in the sewage. The cost of the Port Perry lagoon expansion system is estimated at just under $1 million. While there is a great deal of earth to be excavated for the three new cells, almost none of it has to be trucked away from the site. Some of the earth will be used to build up the three-foot high embank- ments around the cells and the rest will be used to level off the bottom of the cells to the required grades. As of last Thursday most of the excavating had been completed and as Mr. Fleming pointed out, a dry fall could mean the piping and other construction may be finished by January.
