Candidates for Ward 3 (Scugog Island) Charlie Foote One of my major objec- tives, if elected to Scugog Council, Ward III, will be to make the Township a far more attractive area for tourists than it is now. I am well aware that tourists dollars spent in the community will mean a saving in tax dollars, or less tax money out of your poc- ket. I also promise to work hard, if elected, to attract more light industry to Scu- gog. I don't think our com- munity should stand idly by and watch new industry go to the larger municipalities in . + the south. I have resided in the Scugog area for more than 20 years, seven of these as a permanent resident on the Island, ~ Concession 12. I have successfully operated my own business for 17 years. After retirement, I took a temporary position for three months - it lasted for 4% years. I was manager of a temporary employment agency. My duties consisted of budgeting, management and helping people, including employers, in Durham Region. I had five years overseas service in the Second World War with The Royal Canadian Navy. I served as a sales representative and public relations officer for five years with one of the major oil companies. . I am 56 and reside with my family on Scugog Island, Concession 12. I served on the executive of the Scugog Ratepayers Association as a representative of the Island. It is still active. I also served on the executive that successfully campaigned for the preservation and restoration of the building known as The Old Town Hall, 1873. I also served on the executive of the Port Perry Branch, Navy League of Canada, formed in 1972, which sponsored the Sea Cadets. Because of a Government austerity program the Cadets later amalgamated with the Whitby branch. I was president of the Branch for three years. We operated the bingos at The Latcham Centre to finance the project. The Lions Club now operates the project. I am prepared to serve the township to the best of my ability. I would be pleased to hear from any voters who may have questions. . John Williams The Township has been my home for 33 years; the last 9 years, my wife, Nancy, and I have lived at Piné Point on the Island. We presently * have one daughter, Janna, 2% years old. I prefer the rural atmos- phere we have in Scugog Township, but I would not object to a controlled growth necessary for the well-being of our area. This growth should not be strictly resi- dential as we all know that residential assessment alone will put increased service- demands on the tax dollars. By careful control of the residential to industrial assessment ratio, the tax base can be regulated in a manner beneficial ta the taxpayer. Light industry in our Township is essential, and the pursuit of this revenue and job-creating area of development should be a priority for the Scugog Council. Proper administration of Municipal affairs requires. practical business expertise - in the present days of seven digit budgets. I feel qualified in this respect, having successfully owned and operated a retail automobile dealership (G.M. Williams Motors Ltd.) for seven years. During this seven-year span, the Dealership received 6 Distinguished Achievement Awards for overall operating efficiency. Despite a scarcity of sparetime during this period, I assumed other executive positions: on the New Arena Committee, 3 terms on the Western Weekend Committee, and 2 terms as Director with the Scugog Chamber of Commmerce. Also, I am currently President of the Port Perry Rod and Gun Club. ~~ . I sold the business 1% years ago, and thus, I now have the time required for obligations inherent with fulfilling the position of Ward 3 Councillor. EE ] If elected, I will assume my responsibility with the same honesty, hard-work and willingness to learn that I have practiced in my relationships with the community. Because I enjoy it, not the election part, but the community involvement, Some people like fishing, Cliff Crowell antiques and for some it is crafts. My '"'thing" is being involved in the community. | It started in High School with - the students council and since then I have been on the executive of various munici- - pal committees and councils and trade associations all my life. My most recent involvement in the Scugog Chamber of Commerce for which I am just completing a second term-as President. ey ; More directly related to the position at hand, Councillor of Ward 3, I served 5 years on the Council when the Island was a township unto itself. One of those years as Reeve and member of County Council. I have been on the Planning Board of the Island as well as the Hall Board and am Nad ~ presently a member of the Industrial Development Commit- tee of thé Township. The desire to serve, my experience in the affairs of this community and 30 years of administrative experience in business qualifies me to ask for your support on November 13, 1978. Ca "What are the issues?" Although there does not appear to be any controversial issues in this election there are the perennial problems of taxes and the efficient and courteous operation of the township. The major problem that I see in the near future is development. The Provincial government is continuing their policy of growth to the East of Metro. The Ministry of Revenue locating in Oshawa, the Liquor Board warehouse between. Whitby and Oshawa, the influx of companies from Quebec and the Pickering airport all add up to development pressure. I believe this pressure will be greater in Scugog than any other part of the region because of the decided benefits we have - our rural way of life and particularly our Lake. These pressures must be controlled so as to have the minimum adverse affect on our way of life but also to insure we take advantage of benefits available. Included in this must be Industrial Development. To date the council has been involved solely in the mechanics of creating the industrial land, now it must actively participate in attracting industry to use this land. - A few. persfnal statistics - | am 50 years old, married with three children. I have been a resident of Scugog Island for 45 years, first as a cottager and since 1970 as a permanent resident. I have the same interests as most community minded citizens and with your sup- port hope to represent your concerns on Council. During the last campaign I raised the issue of tax in- creases which had risen in many cases 50 per cent in response to the supposed Regionalization efficiency. It is again alarming to note that taxes have risen approx- imately 20 per cent since the CaN last election. One has to a" conclude that this is not all attributed to inflation. It is even more interesting that the school tax is not necessarily the culprit but the general tax rate which has contributed nearly 30 per cent towards this virtually unexplained increase to taxpayers. In order to establish more efficiency I will be proposing a review of all departmental spending and encouraging our Regional Representatives to promote this at that level as well. I have contributed a great deal of my time towards providing recreational facilities and programmes through membership on the Blackstock Arena Committee and Parks and Fair Boards. I will continue to add my support to these projects. Your interests are my interests, and I sincerely ask your support to allow me the opportunity to serve as your representative on Council. Vote for the candidate of your choice Monday, Nov. 13/'78 Ward 4 Candidate (Cartwright) Nell McLaughlin There is a need for a 24 = = year old councillor in Scu- | gog.. With the large number of young couples moving into our communities, I feel they need a young, aggressive representative on the local council. With myself being a young homeowner, I under- stand many of the concerns. I share your concerns about the safety of our communi- ties, the high taxes and the future planning of the place we call home. Over the past two years, Scugog Township has under- . taken 4 development plans, 3 of which involve hamlets in Ward 4. I feel these development plans establish guidelines within which the hamlet may expand and maintain its identity. Fire and police protection are of major importance. I feel we have a well established and maintained fire department in Caesarea, There has been a need for expansion of facilities for some years and over the next two years they would receive my full support. We must. appreciate their benefit to our community. As for police protection; I feel with the Durham Region Police taking over in January we may get extensive patrolling and hopefully have a detach- ment stationed in the immediate area. I have been on the recreation committee for the past two years and am presently the chairman. The township operates a very successful playground program for the summer months. This past year it was extended to Caesarea where a need and demand had arisen. Hopefully: next summer program will extend even further in Ward 4 to utilize our facilities in Nestleton. I think this program is very rewarding to the children and it also gives summer employment for some of our high school and university students. Our arena in Ward 4 has taken on a new prospective in the past year. It was a little late getting open last year and we (Turn to page 13) 4 4 "
