The issue of whether Scugog should join the proposed Kawartha Author- ity has been simmering for more than a year, and came to something of a boil last October when a four man delegation appointed by the Durham Region council (including three from Scugog Township) voted against the formation of the Authority at a Meeting in Lindsay. : However, a study group based in Lindsay, which has been pushing for the for- mation of the authority for a couple of years is expected to call another meeting in the near future. The Kawartha Authority ~ will be formed if two-thirds of the municipalities within its boundaries vote in favour. At the meeting last October the formation fell short of getting approval by one vote out of the 26 cast. Although Scugog Township council is still trying to block this municipality's entry into a Kawartha Authority, it is Durham Region council which will have the final say as to how delegates from Scugog and Brock vote when the next organization mee- ing is called. Scugog councillor Reg Rose introduced the motion at the regular meeting of council February 12 to ask the provincial government to amend the legislation so that Scugog can join the Central . Lake Ontario Authority. Councillor Rose feels that in Scugog's case, the inclusion in any authority should follow political boundaries rather than the natural flow of the watershed. Since Scugog is part of Durham and so is CLOCA, councillor Rose wants this municipality to be part of this authority. Already a small part of Scugog is included in the South Lake Simcoe Conser- vation Authority. However, the provincial legislation spells out that conservation authorities must follow natural water- sheds, and since the waters of Lake Scugog flow north into the Scugog River and the boun- the Kawarthas, dary of the proposed Kawar- tha Authority would extend southward to include the Scugog watershed. (where the waters flow to the south into Lake Ontario.) : Councillor Crosier sugges- ted that the motion to ask the provincial government to change the legislation would be fruitless, and seen as an indication of Scugog simply dragging its heels. Mayor Taylor said that the group in Lind- say is hoping that Scugog (and Durham) will join willingly, and he noted that the Brock Township council now appears to be in favour of that municipality joining the proposed Kawartha Authority. THE COST At the organizational meeting last October, the cost to Durham Region of having most of Scugog and a small part of Brock included in the Kawartha Authority was said to be 25 per cent of the annual operating cost of the Authority. That 25 per cent would be paid from the Durham Region budget, of which Scugog contributes about five per cent. The Durham Region council feels that while having Scugog and Brock in the Authority would mean contributing 25 per cent of the costs, Durham could end up with very little say in the operation of the Kawartha Authority, as most of the proposed authority takes in areas to the north of Durham. Any special projects that are of direct benefit to a single municipality that the Authority undertakes are funded by the provincial government and the munici- pality where the project will take place. He said that if Regional governments set up by the province are given authority over municipal affairs, then this could be extended to conservation authorities. "What I'm trying to do", said councillor Rose in support of his motion last week, "is get a political decision made by the pro- vince in this case." There are more than 20 conservation authorities already in place across Ontario, with the Kawarthas being the only area in southern Ontario not under an authority.
