The $280,000 ear-marked Monday for capital expendi- tures this year does not include the $155,000 for the purchase of 2.4 acres of waterfront property in down- town Port Perry. Council expects to be able to get some of the money back over the next couple of years as 25 per cent of all capital expenditures on public parks and halls are eligible for community centres grants from the province. Council differs over service policy for new industrial subdivisions A disagreement over what services should be required for an industrial subdivision led to a sharp argument between councillors Monday night, and resulted in action which one councillor feels sets an unfair and dangerous precedent. At issue was whether the Mauti Carlan Industrial Park on Simcoe Street North should be required to have curb, gutter and storm sewers on the internal streets, or open ditches. Area councillor Jerry Jackman argued strongly that the Park should be serviced with storm sewers rather than open ditches as the former is a policy of council adopted earlier this year. Councillors Richard Drew and Reg Rose both argued in favour of allowing open ditches in this subdivision, stating that this was verbally agreed to with the developer in discussions going back a couple of years and pre- dates the council policy on storm sewers. Tony Cesaroni, developer Ladders of the Mauti Industrial Park was at the meeting Monday night, and he told council the the cost of servicing the land so far has 'been expensive, and storm sewers would cost an additional $60,000. Mr. Cesaroni did say that he would be prepared to up- grade and pave Simcoe Street North to Township standards. Councillor Jackman argued that the council has adopted a policy regarding storm sewers in fully servic- ed industrial subdivisions and should apply it to all such developments. He noted that one indus- trial area (Van Edwards) on the east side of the Oshawa Road has already put in storm sewers, and a second industrial area (Aycuzz) now under consideration further south on the Oshawa Road should also be required. to put in storm sewers. That would not be the case if the Carlan Industrial Park was allowed to proceed with the open ditch concept as a precedent would be set. A motion by councillor Cement Mixers Camping Equipment Automotive Tools Power Tools Generators Demolition Hammers ERE Jackman to defer the issue to a future planning meeting for comments by the Town- ship roads superintendent and engineer was defeated. A second motion from councillor Drew was carried by a four to two vote with councillors Jackman and John Wolters opposed. The Drew motion allows the Mauti Carlan Park to proceed with open ditches, but calls on the developer to up-grade and pave Simcoe Street North from Regional Road 8 to Cawker's Creek in the first phase, and similar road work to be done north to the 8th Concession in the second phase. Senior Citizens The regular Senior Citi- zen's meeting was held on Wednesday, April 11 with the Vice President Mrs. Ethel "Irvine in charge. We opened by the singing of O Canada with Aleta Leask at the piano. Ethel welcomed everyone and then we had the minutes of the last meeting read by Miss Gishler. She also read the -executive meeting minutes' of Saturday, March 31. Marjory Whipper read the euchre report. Ernie Healy gave us a good treasurer's report and also said "Get out and bowl'. Win Philp led us in a sing-song until Allen Lawrence, Mrs. Lawrence, Rev. and Mrs. Rose arrived.
