This election is about the future of a united Canada and the issues it must face to keep united and continue to prosper. Through sound planning and responsible legislation, Canada's standard of living has improved continuously through the past decade in spite of a global economic upheaval. THE LIBERAL GOVERNMENT HAS SAVED ONTARIO MILLIONS The Liberal government established a one-price system for petroleum products across Canada. Although oil prices vary slightly in each area because of transportation costs, the Liberal government has protected the consumer in oil-poor regions from exploitation by the oil-rich provinces. This policy reflects the Liberal philosophy that all of Canada should share the benefits of our natural resources. This federal subsidy hassaved Ontario residents millions of dollars since 1974. The average consumer in Ontario saves $173. per year on heating oil alone! Ontario should not take this saving for granted in the future. Only a strong Liberal government in Ottawa can balance the self-interests of Ontario and Alberta regarding Oil prices." Ontario needs this protection. Durham-Northumberland can help ensure that this protection continues, by voting for Ian Wilson. oo RESEARCH AND DEVELOPMENT THE FUTURE THROUGH KNOWLEDGE In 1978 the Liberal government initiated a plan to encourage Canadian Research and Development in both private and public sectors of the economy. The Financial Post noted in June 1978, that both scientific and industrial representative were "'exuberant'® with this initiative. Tax payers should be exuberant as well, because continuation of this program will be withno budget increase. Funding comes from pre- existing federal budget programs. By developing our products and technologies, Canada will be able to compete in the technological world markets of the future, which in turn creates employment. It is only through research and development that we can find solutions to many of our environmental, pollution and energy problems. The scientific and industrial communities benefit. Canada will benefit. By 1983 the Liberal government's goal is that 1.5% of the Gross National Product will be provided by research and development, especially in the private sector. lan Wilson, a Fellow of the Royal College of Surgeons of Canada, was Chief of the Medical Staff at Cobourg District General Hospital. He has been President of the Durham/Northumberland Liberal Association since 1974. After service in the RCAF from 1943 to 1945 he attended McGill and Western Universities, then practised in Quebec City from 1957 to 1966. He and his wife, Katherine, have four children, all at local schools. Ontario In spite of international recession: A DECADE OF JOB CREATION "Since 1970, only Canada, Japan, U.S., and Italy have ex- perienced employment growth in the industrial sector of the economy among the nine major OECD nations. That's better than Australia, France, West Germany, Sweden and the U.K. Canada has had the highest rate of employment growth among the major OECD countries with an average growth rate of 3.1% per year. On the average, those seeking employment are currentlyonly 14 weeks between jobs. Since Mr. Trudeau took office, over 2.6 million jobs have been created. This achievement took careful, creative and responsible action in the face of rapidly changing and adverse global economic conditions. That's what has been expected of a Liberal government in the past and that's what can be ex- pected in the future. JOBS FOR YOUNG PEOPLE WHAT THE STATISTICS REALLY MEAN. Essentially all industrialized free nations of the world have higher unemployment rates for people between 15 and 24 years of age than for those over 25 years. > The fact that unemployment rates for young people are almost twice the average rate reflects the tendency foryoung people to move back and forth between work and school. It also shows that young people tend to shop around in search of the best job. Most young people with job experience are between jobs for about 1% months and during the past year jobs filled by young people increased by 117,000 or almost 5% over the' previous year. The Liberal government has had a record of bending over backwards to help young people as they enter the job market - or are shopping around in search of a career. In fact there are 33 separate youth-oriented programs. These include em- ployment service centres, training, counselling, job creation and other employment-related activites. i The Liberal government has set a record of facing the issues head-on with courage and responsibility.
