The first public meeting, held last week in Ajax was not well attended with only about 15 people present. A half-dozen presentations were made, ranging from the number of reps from Ajax on the Regional council to the lack of police man- power in that community. The committee has had a stormy beginning and a lot of criticism. In fact, when the - Regional council voted to form the committee and allocate the $10,000 budget, it came close to being turned down. The critics argued that it will not accomplish anything other than to give unhappy tax-payers a chance to sound off. Other critics suggested that the committee will serve politi- cal purposes for some of the members. Nonetheless, the commit- tee has a mandate to hear the public in all eight munici- palities that make up Durham, and is being chaired by Oshawa Mayor Jim Potticary. After the completion of the public meetings, the committee will condense the briefs and the arguments made by the public into a report which will be presented to the Regional council early in the New Year. Any recommen- dations about Durham made as a result of the commit- tee's work will be forwarded to the provincial govern- ment. The committee has come under fire from one member of the Regional council last week, who expressed concern over the fact that $2000 will be paid to an individual to compile the information and prepare the report for printing. Ajax Mayor Clark Mason told Regional council Octo- ber 3 that the hiring should have been done by the full council, rather than by the committee, as all other hiring by Durham is ap- proved by the council. Oshawa Mayor Potticary said that suggestion was nonsense, as the commit- tee"s budget had been approved by council, and itis up to the committee as to how the money is spent. While the travelling committee will no doubt hear a lot of criticism from the public about the regional concept and taxes, any changes in the way Durham is set up would have to be made by the provincial government through amend- ments to Bill 162. The Regional concept of municipal government has not been a particularly happy or successful one in Ontario, and one of the harshest critics of Durham Region has been the mayor of Oshawa, Jim Potticary, who feels that city is paying more than its share, and not getting full value in return a ig Durham Region study underway for the aotlars spent. Studies and reviews of other regional municipalities have been carried out in the past few years, and if they had one thing in common it was the price tag. The study of Ottawa-Carleton is repor- ted to have cost $250,000. Just what these public meetings throughout Durham will accomplish remains to be seen, but Mayor Taylor is probably right when he suggests that $10,000 is not a lot of money to provide the public with a chance to have a say.
