Hannam was testifying before the Royal Commis- sion on Discounts and Allowances which was estab- lished to investigate trade practises in the food indus; try. Hannam said action is long overdue as there is already a vast accumulation of power in the hands of a very few conglomerates. Two firms now control nearly half of the retail food business in Ontario. Unless steps are taken soon, he said, Ontario might be in the same situation as the Canadian prairies where only one firm dominates the market. Hannam said concentra- tion is not due to great effi- ciency as was claimed by the chains. A published survey of 71 independent retailers in 1977 showed they had average sales of $345 per square foot. This indicates a Christmas Seal blitz underway Durham Region's 1979 Christmas Seal Campaign got underway on Tuesday, October 30th, with its annual volunteer "Filling Blitz". Over 60 volunteers will converge on Northminster United Church, Oshawa, to assemble and pack 100,000 Christmas Seal appeal letters. Hannam also called for a complete ban on all dis- counts and allowances required of farmers, growers . and grower - packers. He said the Ontario government should take steps to encourage indepen- dent retailers and proces- sors. It should also have authority to stop any hori- zontal or vertical integration in the food industry which might reduce competition. 'Hannam concluded the Commission has a grave responsibility as their recommendations will have a vital role in shaping the future of the food industry.
