20 -- PORT PERRY STAR -- Wed., January 30, 1980 Provincial assessment officer Ed Hanowski discusses the new market value assessments with a Scugog property owner during an open house Saturday. Officials report that about 300 residents attended the open house which was held over four days last week. Prince Albert news by Ilean Pugh Mr. and Mrs. A. Van Ravenswaay celebrated Alvin's Birthday with friends from Oshawa, Blackstock, Toronto, and Alberta on Sat., Jan. 19th. A few went ice skating on the pond. Coffee and birthday cake was enjoyed by all. The Les Beacocks had their nephew Gordon Beacock of Port Perry and friend Miss Bernice Beatty of Bobcaygeon for dinner on Friday evening. Four young people from Prince Albert have been selected through auditions with stage director Jeff iCohen to be among the twelve cast members of the new production "What AM I Bid'. They are Leon Tapper Mark Tapper, Sue Doupe and Carol Ausman. Other members of cast are from Uxbridge, Oshawa, Caesa- rea, Port Perry and Blackstock. A large gathering of U.C.W.members and friends held their mystery sister dinner on Thurs. evening at the church. A delicious roast beef dinner with all the trimmings was served by four very capable men. The rest of the evening was spent playing games and contests. A good time was had by all. The winners at the weekly euchre are as follows: Ladies high Effie Plough- man, Doris Devlin and Low Ruby Tripp. Mens high Irwin Kydd, Mildren Thompson, and low Norman Rohrer. Mr. and Mrs. Les Beacock were Sunday company with her sister Mr. and Mrs. L. Devitt, Oshawa. Mr. and Mrs. Merv Pugh and her mother, Mrs. Gostick were Sunday evening dinner guests with Mr. and Mrs. Gordon Gostick of Scarborough. Friends and neighbours of Doug Rowe wish him a speedy recovery after surgery in a Toronto hospital. It is nice to see Ron Marsh out around again after several weeks laid up with a bad back. On Sunday the Scugog Orchestra under the leader- ship of Mrs. Grant Hunter provided special music before Church and during the service. Rev. Brawn's sermon was A Changing World and An Unchanging God. Over 300 residents attend assessment open house Officials with the provincial tax department reviewed the assessments of more than 300 Scugog "Township property owners during a four-day "open house" which concluded Saturday at the municipal offices in Port Perry. The "open house" followed the mailing two weeks ago of 1980 assessment notices based on market value of all property in the Township. Ted Aldridge, valuation manager for assessment region 13, said Saturday that the majority of property owners who attended the meetings seemed to have an understanding of the theory behind market value assessment. "They may not agree with it if their own property was assessed upwards, but they seemed to understand the reasons for it,"' he said. Mr. Aldridge said that a majority of the property owners who attended the meetings were from Ward 4, and he suggested that one of the reasons for this is that there are a lot of cottage owners in that Ward. Until this year, many cottages had Little Britain Kinsmen After an unsuccessful at- tempt at starting a Kinsmen Club in the Little Britain area last year, the Port Perry Kinsmen are once again making efforts to create inter- estin the area. Last Saturday, members of the Port Perry club canvas- sed throughout the Little Britain district informing people of an information meeting which will be held Wednesday, January 30th (tonight) at the Little Britain Community Hall. The meet- ing will commence at 8:00 p.m. and is open to all young men formation meeting who would be interested in forming a new Kinsmen Club. According to a Kinsmen spokesman, if they receive enough interest (a minimum of 25 men are needed to form a new club) preparations will proceed immediately with plans for a new charter of the Little Britain and area Kins- men Club. The Kinsmen Club is Can- ada's largest service club, and is this year celebrating its 60th Anniversary. The Port Perry Club was formed nine years ago and will be celebrating its charter next between the ages of 21 and 40 month. REGIONAL » - MUNICIPALITY DURHAM as follows: March 21, 1980. R. Rose, OF DURHAM PUBLIC NOTICE Take notice that the Regional Municipality of Durham is considering AN AMENDMENT TO THE DURHAM REGIONAL OFFICIAL PLAN In order to assist in the evaluation of the proposed amend- ment, the public is invited to provide input by way of sub- missions to the Region's Planning Department. The purpose of the proposed amendment is to prevent the undue con- centration of group homes in Residential Areas and there- fore to add a new Section 8.1.2.1 (part c) which reads (c) It is the intention of this Plan to prevent undue concen- trations of group homes within the Residential Areas. . The Council of the respective area municipality may incorporate standards requiring a minimum distance separation between these facilities in the respective restricted area (zoning) By-Law. Submissions concerning the amendment application must be forwarded to the Commissioner of Planning, at the above- noted address, and must be received no later than Friday, Chairman, Planning Committee Dr. M. Michael, M.C.I.P., Commissioner of Planning not been assessed since the 1930's, and under the market value system those assess- ments will increase. Both Scugog and Brock Township have gone on the market value system for the 1980 tax year, following Uxbridge Township and Newcastle which went market value last year. Mr. Aldridge said the fact that for the first time the actual market value of the property was included on the assessment notice helped to make the system easier for property owners to understand. There was a confusion in Newcastle and Uxbridge last year among property owners because the market value figure was not on the assessment notices. Mr. Aldridge said that during the four-day open house here in Scugog the assessors lowered the assessment on about 20 properties, and will be carry- ing out inspections on other properties this week. About the same number of owners told officials that lot of they plan to lodge an appeal of their assessments, and Mr. Aldridge expects that there will be more doing the same. Residents have until March 7 to formerly lodge an appeal of their assessment, and the Assessment Review Court will be held in Port Perry, likely in June. Mr. Aldridge described the appeal procedure and court as "'quite informal" and said there is no cost to the property owner. Scugog and Brock are among approximately 100 municipalities across Ontario who are switching to the market value assess- ment system for the 1980 tax year. Property owners who received their 1980 assess- ment notices were able to calculate the approximate tax they will be paying this year, based on the 1979 mill rates. However, the exact tax will not be known until Scugog Township, Durham Region and the school boards set their 1980 budgets and mill rates.
