At a special meeting Friday afternoon, council instructed senior administrative staff to prepare a detailed report on why lot levies are collected in the Township, and how the lot levy fund is spent by the municipality. Scugog Township has had a policy for almost five years of collecting $1000 for each new lot created in the municipality, either by severance or subdivision. This lot levy policy has been generating about $100,000 each year. and the money is used primarily for the so-called "'soft services" such as cultural and recreational facilities, park improvements, street light- ing and some sidewalk and road repairs. The local levy of $1000 per lot is over and above a levy set by Regional government which can be as high as $2565. In addition Scugog Township levies an extra $750 for park purposes. The Board based its decision partly on the fact that the development in question is close to the centre of downtown Brampton, an area already provided with most of the basic municipal services. During discussion by Scugog council last Friday on this issue, -Township administrator Earl Cuddie stated that the OMB decision in Peel Region could likely open the way for similar actions in other Regional municipalities, including Durham.
