Controversial Oshawa alderman and Regional councillor Ed Kolodzie will be guest speaker when the Scugog Ratepayers Associa- tion holds its annual meeting March 27 in the Township municipal chambers in Port Perry. Mr. Kolodzie will speak on the -role of citizens action groups in municipal affairs under the heading "Confron- tation vs. Participation,' and there will be a period for questions and discussion from the floor. Mr. Kolodzie is an out- spoken municipal politician with strong personal views on the process of local governments especially in the area of financial man- agement and administra- tion. Since his election in November, 1978, he has been embroiled in several issues within Oshawa and Regional councils. He is a maverick politician and more often than not at odds with his fellow council- lors. Also on the agenda for the annual meeting will be the announcement of the Rate-. payers Association *'Citizen of the Year", an award made annually to a Scugog resi- dent who is active in com- munity and volunteer work. Ratepayer president Liz Perry said last week that the Association has received several nominations for the "Citizen of the Year", and a selection committee will be making its decision at a special meeting March 20. Mrs. Perry said she is hoping that there will be a good turn-out at the annual meeting which will spur increased interest in the Ratepayers Association. Interest in the Association seems to have fallen off in the last few months, and Mrs. Perry warned that unless this trend is reversed, the future of the Ratepayers organization could be in jeopardy. The appointment of new executive officers will also take place at the annual meeting, and the Association will be looking for two members from each of the four wards in Scugog Town- ship. The meeting gets under- way at 8:00 p.m., on Thurs- day, March 27, in the council chambers at the Municipal office on Perry Street in Port Perry. Members of the Library Board will be present at the hearing to give evidence, if called upon. - The Ontario Municipal Board is a quasi-judicial . agency set up by the provin- cial government, and it has the power to over-rule deci- sions made by municipal councils. However, both sides in a dispute have the right to ask the OMB for a second hear- ing and could ultimately take the issue to the Ontario Cabinet for a final decision. Mr. Grierson said that if the OMB decision on April 24 goes against the objectors, a further appeal will depend on whether they can come up with money to cover legal costs. He said that a group of people ip: the Township has agreed to help cover the legal fees for the hearing April 24, which he expects will be about $1000. Mr. Grierson and Mrs. Prentice have based their objections to the re-zoning on the grounds that the entire property should be designa- ted as municipal parkland. Township council pur- chased the 2.4 acre property from Port Perry business- man Ken Jackson early in 1979. Mr. Jackson had bought the property the previous year from Lake Scugog Lumber for $150,000, the same price which he eventually sold it to the municipality. Scugog council agreed to turn over the section of the Ve LINDA Saturday -9to 5 PORT PERRY STAR -- Wednesday, March 19, 1980 -- 3 Date set for OMB hearing property fronting on Water Street to the Library Board for a new building, and council also has agreed to pay one-third of the cost of construction up to a maxi- mum of $100,000. The remainder of the money will come from public subscrip- tion and a matching Wintario grant, which has been approved. The Scugog Library Board determined well over a year ago that the present War Memorial building on Queen Street was no longer ade- quate to meet the needs of the growing population. Plans to add an addition to the rear of the building were ruled out last year because of flood potential, and a lack of parking spaces. Not only has the plan to construct a new library building on Water Street stirred up controversy among Township residents, it created a division on council with Ward 4 council- lor John Wolters maintain- ing amendment opposition to the location. Buy dog tags now, save $35. Scugog Township resi- dents who own dogs are reminded that they can save $5 if they purchase their 1980 tags prior to April 1. So far, about 800 dog tags have been issued for 1980, about half the total issued last year. If the tag is purchased prior to April 1, the cost is $5 for a spayed or neutered dog, and $10 for others. Ironically, if those 800 or so dog owners all buy their tags tags prior to April 1, it will mean a loss of about $4000 in revenue for the Township.
