SAMELLS The Blackstock Com- munity was saddened on the passing of one of its older residents Tennyson Thomas Samells, February 23, 1980 after a short illness at the Port Perry Community Hospital. He was in his 88th year. Born in the Township of Cartwright, Tennyson Samells was the son of the late Henry and Amanda Samells. He resided on the family farm until his retire- 'ment in 1968 and moved to Blackstock to their new home. He was a member of the Cadmus United Church and an active member of the Senior Citizens Club. He was predeceased by his wife Ida Mae Ferguson, March 11, 1979. He is sur- vived by one son Maurice of Peterborough and grand- daughters Sharon (Mrs. Glenn Rogers) and great grandson Shawn Rogers, all of Peterborough and one sister Mrs. Gordon McLean (Amanda) of Bowmanville. The funeral service was conducted by Rev. V.M. Parsons from the chapel of McDermott-Panabaker- funeral home on Tuesday, February 26, 1980 with inter- ment later at Union Ceme- tery, Cadmus. At the annual meeting held in Port Perry last Thursday night, Association members present voted overwhelm- ingly in favour of a resolu- tion to delete a clause in the constitution which had limited the organization to a "non-partisan" position on local issues. Until now, the mandate of the Association had been to provide a public platform for discussion and debate of local issues. However, members felt that the Ratepayers could be a more effective organiza- tion if they had the authority to "take a stand" on issues in the Township. The change in policy doesn't mean the Rate- payers Association will now be taking a position pro or con on every local issue. In fact, Association presi- dent Liz Perry told the meeting that on many issues, the Ratepayers may decide to remain neutral. But the Association now has the authority to back up citizens groups who may be involved in localized issues. There was concern ex- pressed at the meeting about how the Association would come to the decision to take a stand on an issue, and whether this could have a divisive effect on the organi- zation if all members were not in favour. It was agreed that any decision to take a stand on an issue would have to be on recommendation of the executive and voted on by the members in general. The Ratepayers Associa- tion was formed seven years Fallis, treasurer. vice president; Bill Brock, secretary; and Moira partisan position ago, and in recent months there has been some criti- cism for its position on non- partisanship in local issues. The Association hopes that by giving itself the authority to take a position if desired, there will be more interest from the public in general, and the Association can increase its effectiveness.
