Does it not seem more logical, bearing in mind the criteria for, and concept of, Group Homes, that these residences should be in an area where the residents could go to the stores, the library, the Post Office, etc., without fanfare, as an essential and normal part of their daily lives and ultimate rehabilitation? Would it not be more benefi- cial for the residents to have the opportunity to partici- pate, in an everyday manner, in the local com- munity, rather than be isolated in a quiet, out of the way area like Gerrow's Beach? The Provincial Govern- ment 'Planning Guidelines for Group Homes' specifi- cally states that: "The Policy is designed to ensure that members of our com- munity are cared for, where possible, in the community, in a way which protects both the interest of the individual' and -the neigh- bourhood". Isolation, by any means, is nor 'protec- tion.' At a recent conference sponsored by the Region of Durham Social Planning Advisory Group, the keynote Speaker Said: '"The Govern- ment should amend the Plan- ning Act to require munici- palities to permit the establishment of licensed community care residences, in a reasonable proportion to the local population' and: "Without appropriate hous- ing and concurrent program- ming in other sgcial services, community disad- vantaged adults will find themselves no better off than in institutions into custodial beds in rooming houses." The keyword in the concept for Group Homes is '"'community". How about the parking problems on the main street when we have parallel parking. I hope they make room somewhere else. Lets talk about economics or do any of us need to be reminded.
