The new system, called' cyclical billing, was intro- duced to Regional council- lors last week. Although it won't add anything to the water bills of the Region's 55,000 customers, councillors and members of Durham Finance Department expect there will be initial confusion on the part of the public. Essentially, what the pro- posed new system will do is drastically reduce the bill processing period after the meter is read. Currently, because all bills are process- ed at the same time, it takes up to 63 days for a customer to receive the bill after the meter has been read. A report to council last week indicates the cyclical system is used by all major public utilities and has several advantages. It elim- inates the workload 'peaks and valleys" in the billing process and will allow customers to correct a water or plumbing problem much more quickly. For example, the present billing system for three months of water consumpt- ion ending on June 30 means a customer does not get that biil until the end of August. A water or plumbing prob- lem started in April, for example, would not come to the customer's attention until the bill is received until the end of August. Under the new system, Durham's 55,000 residential water customers will be divided into 12 groups, and each group slit into seven billing districts. Port Perry, for example, will be in group seven, billing districts 28 and 40. Residents of Blackstock on municipal water will be in group one, billing district 27. The new system is slated to start on April 9, and the Assault charge laid Durham Police have charged a 16-year old Oshawa youth with assault causing bodily harm follow- ing an incident at noon Friday on Queen Street in Port Perry. Police say that the victim of the assault was a 14-year old boy from Blackstock who required hospital treatment. Charged as a result of the incident is Mark White, of Olive Avenue, Oshawa. He was kept in custody until the beginning of the week when a date for a court apearance could set. Region expects that the phasing in period will take about a year. Finance commissioner Jack Gartely told council last week that the system is a complicated one and several members of council said they would have trouble try- ing to explain it to their constituents once they start getting bills. Presently, all customers are billed for a 90-day consumption period, costing the average household about $45. Under the new system, the consumption period for . some of the groups will be reduced to 60 days, meaning they will get a bill for about $30. The next bill will be based on 90 days, so it will go up again to about $45. More confusion on the part of customers may result from the fact that as of January 1, 1981, water rates increased by about 20 per cent over 1980 for residential customers. Mr. Gartley told council that a concise explanation of the new system will be pre- sented to councillors in the next few weeks to help them explain the system to the public, and that a pamphlet will be included in all bills sent out to customers at the end of the March 31 billing period. C & B will repeat its opening round against Larocque, who gave them all they could handle before succombing on an overtime goal in the third and deciding game. Black- stock and Utica square off in the other series. BLACKSTOCK WINS Rick McLean registered the shutout as Blackstock triumphed 3-0 over Larocque in the first game of the afternoon. Rick Alpe, Steve Hawes, and Tom Wotten scored for the winners. Blackstock held the edge in play during the first period and scored the only goal at 1:08 on a play by Alpe that was slow developing. In fact, the entire game was played at a slower pace than the Utica - C & B encounter. Hawes made it 2-0 at the 2:58 mark of the middle period when he tipped a high shot over Kevin Beer's shoulder from the right side of the net. Wayne McGuigan set up the insurance goal with a pass out from behind the net. Dave Giannini was off for tripping when Wotten, playing center, put in a shot after defender Danny McKee batted the ball down with his glove. It fell fortuitously at Wotten's feet -and he was quick to deposit it behind Beer. The Brian's - Emmerson confrontation was unevent- ful in comparison to the other three contests. There was no scoring until Wayne Slute 'broke the ice for Emmerson's early in the third period. Charlie Dennis made it 2-0 when he slipped the ball past Wayne Cox after stealing it in the Brians end. Uxbridge then scored their only marker when Port was shorthanded with Ron Brown in the penalty box. Brown made up for it next shift and broke through the defence to get the fourth marker. The Plumbers were first on the board with Mark Andrews scoring unassisted at the 50 second mark. Sportsland evened the score at one on a goal by Vince Criscione from Greg Fitz- gerald and Ken Ross. In the second period, Sportsland took the lead. Greg Fitz- gerald netted one from Ken Ross and Vince Criscione. Greg found the mark a second time, assisted by Korbie Castle to give his team a 3-1 advantage. With 2:49 remaining in the second period, the Plumbers count- ed one with Mark Andrews scoring from Brad Fertile and Phil Teno. The Plumb- ers got the tieing goal in the third period with Brad Fertile scoring from Mark Andrews. Kinsmen-6 Scugog Realty-1 This game was not as one sided as the score would indicate. Both teams played well, but Kinsmen were way ahead on the scoreboard. Kinsmen scored four times, before the Realtors put their lone marker up. In the first period Kinsmen goals were scored by Graham Sullivan and Jason Towns, with assists going to Jeff Brett and Aaron Cochrane. In the second period scoring were Graham Sullivan, Dan Muldoon and Jason Towns with assists being awarded to Chris Forder with 2, Michael Skerratt, Aaron Cochrane and Sean McEnaney. The Realtors only marker was netted by Jeff Parry assisted by Gregory Brawn. The Kins- men got one more in the third period, with Aaron Cochrane scoring from Dan Muldoon. puck at centre Mike Johnson closed the scoring in the third period with a nice shot from the corner.
