Acting on behalf of the applicants for Frank's Rest- aurant in Caesarea, Oshawa lawyer Gary Valcour urged council to withdraw a letter of concern the council sent to the Liquor Licencing Board of Ontario following a meet- ing late last month. Mr. Valcour told the meet- ing Monday night 'that this application was the first one 'the council has taken a posit- ion on one way or another, and he said his clients only want to be treated in the same manner as all other applicants who have applied 'for liquor licences in Scugog. "We are not asking that council endorse the licence application. For some rea- son council has seen fit to change the rules in this case," he stated. At the meeting April 27, council heard a delegation of Caesarea residents opposed to the liquor licence, and agreed to write a letter to the Liquor Licencing Board based on the following res- olution: ".....Council and many residents in the area are .concerned that the issuance of licence in this area is not in the public: interest, could create a haz- ard for children and gener- ally have an adverse impact on the community." A representative of the LLBO told the Star two weeks ago that such a res- olution from a municipal council would be enough for the liquor licence application to be rejected by the Board. - Mr. Valcour told council Monday evening that he asked the LLBO not to make a decision until he had a chance to present his clients case to council, and also present council with a 130 name petition from residents in Caesarea and area who are not opposed to the liquor licence for Frank's Rest- aurant. The petition in support of the application was collected by the applicants. An anti-licence petition presented to council two weeks ago had about 40 names on it. Ward 3 councillor John Williams, who was opposed to council getting involved in the licence application in the first place, proposed Monday night that the resolution of two weeks ago be rescinded. But by a recorded vote of 4 to 3, that rescinding res- olution went down to defeat, with councillor Neil Hunter and Mayor Jerry Taylor supporting councillor Will- Both Lawrence Malcolm and John Wolters told the meeting they were not pre- pared 'to change their pos- ition from two weeks ago, and Ward 2 councillor Rob- ert Espey, who has been adamently opposed to the application from the outset, repeated his concerns that there could be traffic prob- lems, hazards to young child- ren in the busy summer months, and an overall det- rimental impact on the community. Council was first asked to comment on the licence app- lication by the LLBO early in' (Turnto page 3) - Buying a Light-Duty Truck NOW is less taxing!
