Durham council voted last week to make the Eligibility Review Officer's position a permanent one in the Social Services department, and in "fact, Regional council is investigating the possibility of hiring a second person to do the same kind of work. Grant Bircham was hired last summer for a one year trial period to look into cases of suspected welfare fraud and rip-offs in communities all over Durham, including Scugog Township. A report to council last week says that Mr. Bircham's efforts over the past year have resulted in a net saving to Durham of $139,000 in welfare payments. His salary, benefits and car allowance for. the year amounted to $22,498. . During the meeting last week, Mr. Johns told council that only about two per cent of the cases investigated by Mr. Bircham turned up welfare frauds, and the .amount of fraud in relation to all the welfare cases in the Region is just a very small percentage. Oshawa councillor Ed Kolodzie proposed a motion calling on the Social Services department to look into the possibility of hiring another review officer. Policeon look-out Durham Police are investi- gating an incident in Port Perry last week where a man may have tried to lure a young boy into a car with the promise of money. The car is described as a convertible, either yellow or cream-coloured, and the driver is reported to be black. There were reports from residents of the area that a car matching this descrip- tion was seen near the Legion Park and Playground on Bay Street. A spokesman for the police said the department is inves- tigating the allegations through a check of a licence plate number. Boat burns A 20-foot pleasure boat valued at $14,000 caught fire and burned on Lake Scugog Sunday . afternoon near Scugog Point. Durham Police report the boat was being operated by Craig Harvey of Scar- borough, son-in-law of the owner Bert Jones of Nestle- ton. With two passengers, they were towing a water skier when smoke began billowing out of the engine compart- ment. The three jumped over- board and swam safely to shore about 200 yards away, but the boat was completely destroyed, according to Durham Police. The boat was an inboard- outboard model, and it is suspected that the fire start- ed around the clutch area. Bids for the new library will be opened and reviewed this week Tenders for bids on construction of the New Scugog War Memorial Library building closed July 14. Library Building commit- tee chairman Dr. Jack Cottrell said Monday the committee will open the tenders and after examining them for about a week will make a recommendation' to the full Scugog Library Board. Dr. Cottrell said that based on the number of tender forms and specifications: taken out by contractors, he expects the committee will receive about ten bids for the project. The single storey building will be constructed on a site on Water Street in 'Port Perry once occupied by the Lake Scugog Lumber Company. When plans for the new building was first unveiled almost two years ago, the estimated cost was about $315,000.
