However, that recommen- dation was amended by the Region's finance and public works committees last week to negotiate a new contract, (Turnto page 7) 36 Pages Appoint mediator to assist stalled talks The Education Relations Commission has appointed a mediator to *'assist" in the stalled contract negotiations between the Durham Board of Education and the 1050 secondary school teachers employed by the Board. Ottawa lawyer Gary O'Neill was appointed by the Commission last week after negotiators for both sides met November 16th but could not make any headway in negotiations. Mr. O'Neill has been appointed a fact finder or mediator on 37 different occasions in Renfrew County, Ottawa, Hamilton and Durham since 1977. The secondary school teachers in Durham have been without a contract since September 1 of this year, and have asked for an across-the- board salary increase of 15.75 per cent. The Board has made an initial offer of eight per cent. A fact finder's report released - November : 12 suggested there is a good chance the two sides can reach an agreement and urged that they begin nego- tiations again. The teachers will be in a legal position to take a strike vote on November 27, but rep Don Curran is quoted as saying the teachers are not planning to take a strike vote at.the first opportunity. Two car accident claims life of 16 year old girl An 18-year old driver for Port Perry Village Taxi is in Oshawa Hospital with in- juries suffered in a two car accident Saturday on High- way 12 which claimed the life of a 16 year old Bowmanville girl. Patrick Taylor of RR 5, Sunderland was southbound in the 1981 Chev Taxi which .collided with a northbound vehicle driven by 17 year Christopher Masters of Nonquon Road in Oshawa. Cheryl Ann Brooks, 16, a passenger in the Masters car was killed in the accident. Masters is in serious condi- tion in Oshawa General Hospital, A spokesman for the Whithy OPP detachment sayf that Masters has been rged with criminal egligence causing death. The accident took place about 9:30 PM less than a mile north of the intersection of Highway 12 and Rossland Road. Store owners to get tough with shoplifters Store owners in Port Perry have served notice they will get tough with anyone caught trying to shop lift. Shop lifting is a major headache for - retailers across Canada, costing the consumer literally millions of dollars, and several business people in Port EE Perry say they are con- cerned about what seems to be an increase in the number of incidents here. , In a recent incident, police were called by downtown merchants who suspected that several youngsters were trying to leave their stores without paying for goods. Until recently, many store owners had no policy on how to handle suspected shop lifters. But at least one businessman now says he no longer cares how old the suspects are, or who they are, he will contact the police and ask that charges be laid. Port Perry IGA store manager Jim Grieve says that shop lifting is on the increase and he has had to juggle staff during noon hours so they can keep a close eye on the aisle. And he says he has changed his attitude towards giving youngsters a break. "We used to just talk to them and call their parents when we caught someone but this seems to be having little effect," he said. _ Noonhours are a big prob- lem for storeowners on Queen Street, according to Howard Hall whose furniture and appliance" store also carries Radio Shack pro- ducts. "We get a lot of school students coming into the store during their lunch breaks and it is hard to keep an eye on all of them.
