A report prepared by the Region's finance and works committees indicates "that the financing of the solid waste disposal operations in the Region is facing some very serious problems." The committee is recommending that $102,000 be committed from the general Regional levy next year for garbage disposal operations, but that future councils re pay this amount from the solid waste user rates. There is also a recommen- dation that the user rate is 1982 be increased 13 per cent from the current $9.75 per tonne to $11 per tonne. Included in the recommen- dations is one which gives the Region authority to negotiate with a private land fill operator in Newcastle, and use that site instead of the site in Darlington which is owned and operated by Durham. Newcastle Town coun- cillors are not happy with that prospect and have vowed to fight it at Regional council. One of the reasons why the Region is experiencing financial trouble at this time with the operation of waste disposal is that user costs are not the same as operating costs. The report says the opera- ting cost of the Scugog site is estimated next year to be $22.60 per tonne, more than double the user rate in 1982. Throughout the nine page report there are references to a new Regional landfill site which is to be ready for operation by 1988. However, there is no mention as to where that site might be located.
