The charge was initiated last February by Compton Cable TV of Port Perry and Uxbridge. The company charged that Cecil Richards of Bascombe St., Uxbridge, hooked into the cable line without author- ity and refused to pay any bills. A population forecast report to be presented to Regional council this week, shows that the population of Durham will jump by about 100,000 people in the next 20 years, a figure which is smaller than the growth estimates made in 1978 and 1980, The report shows Durham with a 1982 population of 286,650 people, and by 2002, that total will be 375,000 people. The report says the main reason the population increases are not as large as once predicted is that employment opportunities in Durham, and especially in Metro Toronto, are shrink- ing. The report says that in previous forecasts, Metro Toronto was considered "a limitless job market area." However, that has changed as a result of a poorer job market in Ontario generally. In keeping with the overall population figures now pro- jected, the report predicts that Scugog Township's growth rate will be modest over the next 20 years.
